You will serve as an IT SPECIALIST (SYSANALYSIS) in the Naval Facilities Engineering Command (NAVFACENGCOM) within in Command Information Office (CIO) of NAVFAC NORTHWEST.
Pay Table:
GS-07: $51,934--$67,514
GS-09: $63,526--$82,580
Duties
You will apply analytical processes to the planning, design and implementation of existing, new
and improved information systems and applications to meet the business requirements of the organization.
You will plan, organize, coordinate and manage acquisition technology (IT) assets.
You will prepare technical specifications defining the parameters of a proposed project.
You will develop plans detailing integrated system transition strategies.
You will assist the customers in developing test plans and acceptance criteria.
You will help ensure that data is baselined and inventoried in comprehensive data catalogs with relevant
information on purpose, ownership, points of contact, security, standards, interfaces, limitations, and
restrictions on use

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS: 09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting IT policies, standards and guidelines to test and optimize the functionality of systems, networks and data; 2) Using analytical methods to perform routine and recurring IT related assignments; and 3) Preparing and updating manuals, instructions, desk guides, and operating procedures to provide information and assistance to customers. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
For the GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Applying analytical processes to the planning, design and implementation of existing, new and improved information systems and applications 2) Present briefings to peers, upper management, and business line leader staffs on complex IT issues and project statuses 3) Maintaining the operational state of datasets assigned to the local activity 4) Troubleshooting database workflows, interface connectivity, batch updates and data transfer related problems. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Successfully completed a bachelor's degree with superior academic achievement from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
successfully completed 1 full year (18 hours) of graduate level education from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or
graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FOR THE GS-09:
Successfully completed a master's or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks
OR
Completed 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
