This position is located in the Department of Homeland Security, Office of the Chief Security Officer, Washington, District of Columbia.
Duties
The primary purpose of this position is to service as a Protective Security Investigator, a key member of the Investigations and Operations Division (IOD) team, to conduct administrative and criminal investigations within the Continental United States (CONUS) concerning threats against the Deputy Secretary of the Department of Homeland Security (DHS) and other senior DHS executives.
Duties performed:
Planning and conducting investigations that affect the safety of the Deputy Secretary.
Implementing protective security countermeasures and apprehension of individuals and groups that may be of threat to the Deputy Secretary and DHS Headquarters.
Conducting site surveys to ensure a protective environment.
Working with federal and local law enforcement agencies gathering evidence, making arrests, and conducting searches and seizures related to protective security.
Conducting safe motor vehicle operations.
Qualifications
Specialized Experience:
GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Conducting counter-surveillance activities during advance work and protective movements; and
Conducting site advance surveys of various geographic locations to ensure a safe and secure protective environment; and
Coordinating and conducting protective transportation for senior leadership.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. An equivalent training program, such as the Uniformed Police Training Program, or a Mixed Basic Police Training Program.

Pre-Employment Drug Testing: This position requires a pre-employment drug test and a negative drug test result prior to appointment into the position must be achieved.
Random Drug Testing: The incumbent of this position is subject to random drug testing.
Confidential Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Duty Hours: The incumbent may be required to work other than normal duty hours, which may include shift work, evenings, weekends, and/or holidays and/or overtime. Shift work may be required on a rotational basis in support of 24 hour operations. The agent may be recalled to duty.
Travel: May be required to travel on military or commercial aircraft.
Foreign Work: Work may be performed in overseas areas of political unrest, which may involve a risk to the incumbent and require a range of safety precautions.
Firearms Requirement: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory.
Domestic Violence Misdemeanor Amendment: This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Mission Essential: This position may be designated Mission Essential based on local conditions. Mission essential personnel report for duty at normal times when the organization/base/building is closed or delayed reporting, and remain on duty during phased or early release.
Law Enforcement: This position will possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer' agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties.
Motor Vehicle Operation: The incumbent must possess a valid, state issued automobile driver's license at the time of appointment.
Mobility Agreement: The incumbent is required to be mobile and may be reassigned to any other position for which qualified without a change in grade, reduction in rank, or compensation at any geographic location where OSCO personnel may be assigned. Mobility agreement is required.
Training: At the time of application, the incumbent must have completed the Basic Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC), OR the Basic Agent Training Program at the Federal Bureau of Investigations (FBI), OR the U.S. Postal Inspection Service and the Internal Affairs Investigations Training Program (IAITP) at FLETC, OR an equivalent training program, such as the Uniformed Police Training Program, or a Mixed Basic Police Training Program. Additionally, the selectee must successfully complete a Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location; and other in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.
Pre-employment Medical Requirement: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance and responding to situations requiring physical agility and quick and legally sufficient decision making. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
