This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), Office of the Director (OD). The incumbent will serve as the Anti-Harassment Coordinator and perform a variety of assignments for the Associate Assistant Secretary for Civil Rights (AASCR). The incumbent is the first-line program expert, who will respond to all anti-harassment issues within the organization and provide front-line advice and guidance.
Duties
Conceives, plans, and conducts analyses, evaluations, or investigations of outstanding scope, difficulty, and complexity in program areas of critical importance to the Department.
Coordinates, plans, develops, and executes sensitive assignments for Anti-harassment Program oversight and training for policy and compliance employees for OASCR.
Acts as the technical advisor/liaison to the Center for Civil Rights Enforcement and Center for Civil Rights Operation; for the Anti-Harassment Program, bringing substantive concerns to the attention of the AASCR for resolution.
Provides oversight, technical assistance and conducts critical projects vital to the civil rights mission of the agency, e.g., in policy, internal USDA regulations, training or compliance requirements.
Directs broad studies to analyze and recommend decisions on highly complex and broad (e.g., national) problems.
Research and develops significant new knowledge to advance the field of civil rights and equal opportunity.
Provides authoritative guidance in the resolution of complex problems or issues impacting major agency programs.
Reviews and evaluates Anti-Harassment Program and advises senior management regarding the accomplishments and evaluation of program goals.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

GS-15
One year of specialized experience at or equivalent to the GS-14, or its non-Federal equivalent that includes (1) Planning and executing special assignments for an Anti-harassment program according to federal civil rights laws and regulations (2) Applying appropriate program evaluation and measurement techniques for assigned program areas and )3) Drafting information memoranda to provide authoritative guidance in the resolution of complex problems or issues impacting major organizational programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
