Department of Veterans Affairs Southern Arizona Healthcare system is currently recruiting for one (1) Supervisory Medical Administration Specialist (Deputy Chief of HAS) to work in Health Administration Services (HAS) Tucson, Arizona. The incumbent provides a high-level leadership support to HAS, upper management and clinical services.
Duties
Major duties include but are limited to:
Assist the Chief, Health Administration Service in all duties as assigned.
Evaluate programs for efficiency and productivity to support healthcare systems in patient administration.
Coordinate and support mechanisms for successful data collection and entry.
Manage programs that require in-depth training with the HAS Trainer to ensure that HAS and other identified Medical Center staff are educated and accountable for data management.
Evaluate, planning, and analytical processes, and is responsible for producing executive reports and analyzing dashboards for effective service wide improvements.
Coordinate the collection of data concerning patient care activities; makes computations as required and reports monthly, quarterly or annually to management.
Design and conduct of comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance.
Maintain contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care.
Intervene and resolve elevated disputes between the Veteran and other staff.
Identify and propose solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate.
Participates in investigating patient complaints on eligibility issues, transportation, and inpatient operations, clinic operations, and all other HAS operations and prepares written response for Chief Health Administrative Service.
Scheduling/Recall/EWL/Consults/lnsurance Capture Processing: Incumbent must have knowledge of the VHA Scheduling Directive and all processes within that directive such as the Recall System, Electronic Wait List (EWL), New Enrollee Appointment Request (NEAR) list and work with the Section Chief and HAS Trainers on assuring that staff are properly trained on the requirements of the VHA Scheduling Directives and can complete the scheduling responsibilities stated in the VHA Scheduling Directive.
Schedule appointments and utilize the Electronic Waiting List or Recall List accurately and in a timely manner.
Notifies the supervisor when clinic access is less than desirable or if an individual patient cannot be scheduled within mandated clinic timeframes.
Daily review of active/pending consults, Electronic Wait List, Recall list and any relevant communications for accuracy and disposition.
Review work in progress or upon completion and spot checks work as deemed necessary to assess the quality and quantity of work produced by each employee. Inform employees about the policies, procedures and practices of management as they relate to scheduling/recall/EWL/consults/insurance capture.
Coordinate consultations and referrals of patients to other specialty services and schedules patients for future appointments in accordance with physician clinic profiles and input from the patient.
Assist in orienting and advising physicians, residents and interns in VA regulations, policies and procedures on patient care medical administration matters and serves as a Team Advocate when current policies impair efficient and effective patient care.
Assist the Healthcare Groups in the development of policies and procedures for workload management.
Evaluate and write performance appraisals and provides feedback to employee concerning their performance.
Recommend promotions, reassignments, or other status changes of assigned personnel, such as retention or release of probationary employees, step increases, and recognizes outstanding performance by recommending meritorious awards.
Approves or disapproves leave and recommends action in unusual cases.
Monitor purchases to ensure that cardholders conduct daily purchase card reconciliations within the required timeframe and that reconciliations are correct.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: manage personnel, information, budget and resources in a medical care setting.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc.
