Duties

Responsible for the technical and administrative supervision of a staff working within professional, technical, and administrative roles to carry out the mission of the organization. Provide technical guidance, advice, and assistance to the subordinate Grants Management Officers and Contracting Officers in the interpretation of policies and regulations and resolution of complex grants, agreements, and contractual issues. Initiate and develop supplemental manual sections, instruction memoranda and guidance for issuance by the State Director. Provide advice and guidance to line management to ensure statewide uniformity and advise management on the adequacy and skill levels of the State's manpower involved in Procurement. Serve as the SME for procurement analyst duties, including but not limited to analyzing, evaluating, and monitoring procurement and contracting activities interpreting, drafting, and revising acquisition policies, procedures, and guidance materials.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • This position requires procurement duties. If selected for this position, you will be required to complete a Procurement Integrity Certification, OF-333 prior to appointment.
  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.
  • Must obtain a Federal Acquisition Certificate in Contracting (FAC-C) (Professional) (FAC-C Level 1) or Department of Defense (DoD) Contracting Professional Defense Acquisition Workforce Improvement Act (DAWIA) and achieve a Level 3 warrant.
  • May require a one year probationary period.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. In addition to meeting the education requirement, you must possess at least 4-years experience in contracting or related positions with at least one year of that experience must have been specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost or price proposals; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of Federal socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; (8) providing staff advisory services within the contracting occupation; (9) reviewing, developing and establishing guidance for existing and new contracting/acquisition processes and systems; (10) providing training to contractors and the acquisition workforce on new policies, procedures and procurement systems; and (11) reviewing procurement policies, guidance and practices for compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

This position has a positive education requirement which requires that you:
- Have completed a full 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
-Held a GS-1102 Contract Specialist at a GS-13 or higher on January 1, 2000, and have continuously been in the GS-1102-13 or higher since then.
