Duties

Serves as a Risk Management Analyst responsible for implementing enterprise directives and ensuring the organization’s strategic objectives are met. Identifies objective uncertainties and the possible risks associated with Aviation objectives. Forecasts and evaluates process compliance and financial risks while simultaneously developing Major Subordinate Command (MSC) procedures that minimize the impact. Implements official procedures developed at the Enterprise level that records/tracks every significant financial footprint of DLA Aviation for tracking, record keeping, accountability and full transparency. Identifies risks throughout DLA Aviation and in conjunction with the Enterprise Risk Management (ERM) function, develops methods to correct and mitigate future occurrences of such risks. Determines/analyzes relationships and interconnectedness between processes/programs and in return provides assessments of processes that may not have been traditionally integrated. Collects, aggregates, and performs data analysis in support and completion of the annual Aviation Risk Assessment and monthly Assessable Unit (AU) and Sub-Assessable Units (SAUs) Risk Response Plans.

Qualifications

To qualify for a Management and Program Analyst (Risk Management) your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Assisting with advising senior leadership on policy, internal control issues and opportunities, process improvement, risk identification and assessment, and validation of corrective actions. - Identifying, analyzing, and recommending functional changes and improvements based on analytical research and resolutions to encountered issues and problems. - Applying audit readiness end-to-end processes, including manual and systems processes and their associated internal controls. - Interpreting requirements for the implementation and administration of new or revised legislation or regulatory changes to programs, policies and legislation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
