The incumbent serves as a Human Resources Specialist in the Office of Human Resources (OHR) and is primarily responsible for the full range of staffing and recruitment. The incumbent is also responsible for classification, position management, compensation, payroll and processing, and workforce planning.

Duties

As a Human Resources Specialist, you will: Provide the full range of staffing and recruitment, classification, position management, compensation, payroll and processing, and workforce planning. Exercise Delegated Examining authority and Merit Promotion by planning, organizing, and directing all phases of the recruitment and placement program. Advise hiring managers on recruitment strategies to best attract, hire, and retain a skilled, diverse, and motivated workforce including available flexible hiring authorities, sources, and special programs. Provide authoritative technical advice and guidance to management and employees on human resources policies, practices, procedures, and issues. Reviews, updates, and develops policies and operating procedures related to various HR program areas. Process a wide range of personnel actions, including and not limited to accessions, separations, promotions, reassignments, details, pay increases, performance, realignments, and awards. Collaborate with management in developing strategic and program plans related to the FMC's workforce; analyze and evaluate new or modified workforce planning and related human capital management policies, regulations, or objectives to determine how well the approaches link to the agency's mission, goals, and vision to support human capital efforts.

Qualifications

You must meet the following requirements by the closing date of this announcement: This position requires Delegated Examining Certification (DE) from OPM, and as such you must possess a current DE certification. A copy of your DE certificate showing the date of certification and expiration date must be included with your application materials. You must be able to maintain your certification while performing in this position. GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes researching and applying changes to the laws, Executive orders, regulations, policies, and various HR policies, practices, and procedures; providing guidance to employees and management on staffing and recruitment; conducting policy research and preparing or updating agency policy; serving as a subject matter expert on staffing and recruitment, performing the full range of staffing and recruitment functions under Delegated Examining, Merit Promotion, and other hiring authorities; processing a wide range of personnel actions to include: accessions, promotions, reassignments, details, realignments and awards. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
