The incumbent will serve as Program Support Assistant focusing on administrative and compliance monitoring within the Rehab, Extended Care & Wellness Program. The incumbent assists with all administrative aspects of the REC&W Program operations, including information and data management, performance improvement, and quality initiatives.
Duties
Monitors developed programs to ensure that quality provisions and metrics which are planned, created, and implemented to identify, prevent, and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services. Develops training materials, presentations, and information packages based on samples or guidance from senior staff, local and national committees, develops materials to convey program information to target audience. The incumbent will complete data gathering and complete reports, including but not limited to reports for the Rehabilitation & Extended Care Integrated Clinical Community, Pain Management, Opioid Safety and Prescription Monitoring, Rehabilitation, Extended Care and Whole Health Program compliance. The incumbent will monitor compliance and contractual quality plans for Whole Health contracts.
Monitors indicators to provide objective evidence of the effectives of quality procedures and controls. Identifies operational activities that meet, exceed, or fail to meet established criteria. Uses standard qualitative and quantitative measurement techniques to report on status to assigned subject areas. Monitor's quality program implementation and indicators designed to prevent erroneous transactions and ineffective work practices and to verify adherence to quality plans and requirements.
Evaluates policy reviews as needed, writing policies and monitors policies, standard operating procedures, and charters related to the Rehab, Extended Care & Wellness, which includes Physical Medicine & Rehab, Extended Care, Interventional Pain Management, Opioid Safety, Prescription Drug Monitoring and Whole Health.
Works closely with the Service Chief and all sub-committees playing a key role in strategic planning for the facility programs. Coordinates information for the Service Line Programs and plays a role in monitoring access to care and Veteran satisfaction. Helps coordinate educational programming related to care for Veterans enrolled in the multiple program areas.
Analyzes monthly and quarterly performance reports for problem areas and trends. Coordinates between services lines/program areas and analyzes outreach efforts to ensure access to needed care. Monitors success in all areas of gender specific performance.
Incumbent serves as the Automated Data Processing Applications Coordinator for the REC&W service line and supports staff to ensure access to needed programs and applications.
Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality. Identified discrete steps of simple transaction processes or routine business practices that might be opportunities for applying standard quality improvement techniques.
Analyzes data and:
Develops monthly performance reports to inspect numbers of Veterans enrolled in within the REC&W Programs.
Develops monthly reports identifying effectiveness of all program modalities.
Develops monthly performance reports to study outliers of Veterans within the Programs.
Develops quarterly performance reports to evaluate the success of outreach efforts and assignment to the REC&W Programs.
Develops quarterly performance reports to evaluate Veteran satisfaction.
Develops quarterly performance reports to evaluate education and information needs, as well as obstacles to care expressed by Veterans.
Work Schedule: Typically administrative in nature, Monday - Friday. Schedule to be discussed during the interview process and is subject to change based on the needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ???????Reviewing outgoing correspondence to assure correct format, typographical accuracy, and conformance with procedural requirements; Answering questions and responding to requests for information or routes to designated unit or staff member for proper action; Using various computer programs. Ensure that all pertinent information is gathered and entered into automated systems in a timely and accurate manner. Processes and validates first party refunds and validates the demographic information of the customer to ensure the receipt of any resulting refund. Collects, compiles and/or tracks data for the preparation of statistical, financial and/or administrative reports on an ad hoc or recurring basis. Independently prepares written documents such as correspondence, memoranda, reports, pamphlets, and similar documents daily. Handles conflict and problems in dealing with customers constructively and appropriately.
Typing Requirement. 40 words per minute typing speed. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
Work Environment: Work is performed in an office setting with occasional visits to areas within the service as well as throughout the Medical Center and outlying clinics. Work area is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
