Duties

The Associate Chief Counsel (Finance & Management) (F&M) supports the administrative, financial, and managerial programs of the Office of Chief Counsel, and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country. The Human Resources Division is committed to excellent customer service and to fairly and equitably identify and employ innovative recruitment, retention, and professional development programs and services in the areas of staffing, classification, payroll, and benefits.

To qualify for this position of Human Resources Specialist (Classification) you must meet the qualification requirements listed below by the closing of this announcement: For GS-12: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Classifying General Schedule positions to include drafting position evaluations and applying classification standards; Reviewing and making FLSA determinations; Conducting classification appeals, desk and/or classification audits; and providing advice and guidance in classification to include complex classification issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For GS-13: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Classifying positions to include drafting position evaluations and applying current and new classification standards; Reviewing and making Fair Labor Standards Act and Position Sensitivity determinations; Conducting classification appeals, desk and/or classification audits; and providing advice and guidance in classification management to include conducting desk audits, proposed reorganizations, position management and/or other classification issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
