The Deputy Chief of Staff (Deputy CoS) reports directly to the Chief of Staff (CoS), Office of the Chair; and on a daily basis, primarily works with the CoS, Managing Director, General Counsel, and Secretary to review, oversee, and coordinate the work products of the Commission's administrative and program offices/bureaus to ensure legal and policy requirements, as well as to ensure established deadlines and quality standards are met.

Duties

The following are the duties of this position at the full performance level GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Serves as a policy and legal advisor to the CoS regarding integration and coordination of work assignments that involve multiple offices/bureaus across the agency-including both program and administrative functions. In consultation with the CoS, the incumbent establishes and maintains a continuous program of review and analysis to assess the progress and effectiveness of the organization in relation to statutory mandates, mission objectives, budgetary limitations, schedules, and Commission priorities. Ensuring all organizational programs, plans, and policies are systematically integrated into an overall plan of operation established by the CoS and approved by the Chair or the Commission. Assists the CoS through the daily review, analysis, and oversight of significant plans, projects, and activities affecting the operations and policies of the Commission, while also making legally sound and practical recommendations for the CoS's consideration. Assists the CoS in continuous evaluation and execution of program and administrative functions designed to support the Commission's long-term strategic objectives, strategies, and goals. Advises the CoS on major policy questions referred from within the Commission and undertakes special studies of great importance and complexity that involve agency policies and programs. Proactively identifies, tracks, reviews, and interprets new or modified government-wide policies, guidance, or directives, and develops legally sound recommendations to implement same; or to adapt existing FMC policies to conform to new or modified guidance. In coordination with the CoS, the Deputy CoS attends and participates in internal meetings, with individual Commissioners and/or their respective Counsels and Confidential Assistants, on matters before the Commission, including policy development, adjudicatory proceedings, rulemakings, new or emerging industry issues, etc., and provides comprehensive analysis and advice that is both technically and legally sound. To support constructive participation in internal meetings concerning matters before the Commission and formulation of legally sound recommendations, the Deputy CoS conducts research of laws, regulations, and legal precedents; historical actions by the Commission (or its predecessor agencies) and court decisions. In the absence of or as directed by the CoS, the Deputy CoS attends and participates in meetings with high level industry representatives, other Federal agencies, and public organizations, and may make commitments within the parameters of delegated authority. Serves as a liaison with Commissioners, Commissioners' Counsels, the Managing Director, the General Counsel, the Secretary, Directors of Bureaus and Offices, and their staffs for the purpose of coordinating matters referred to the CoS and the Office of the Chairman. Coordinates and collaborates with the Senior Advisor for Legislative and Public Affairs and advises the CoS on Congressional hearings and reports.

Qualifications

You must meet the following requirements by the closing date of this announcement: Minimum educational requirements include a professional law degree (LLB or J.D.) from an American Bar Association (ABA) accredited law school. NOTE: Applicants who have completed part or all of their education outside of the U.S. must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. An ABA-approved law school may allow students to receive credit for law study or activities at a foreign institution and grant credit for the J.D. degree if those studies or activities are approved in accordance with the Rules of Procedure and Criteria adopted by the ABA's Council of the Section of Legal Education and Admissions to the Bar. Current active membership in a bar of any State, territory, Commonwealth of Puerto Rico, or the District of Columbia. Active bar association and a certificate that the member is in good standing will be verified prior to appointment and employees must maintain active bar membership in good standing while employed as an attorney with the FMC. Applicants must possess excellent research and oral and written communication skills. In addition to the above minimum requirements, you must meet the following: GS-14: You must have professional law experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. GS-15: You must have professional law experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
