This position is located in the Washington, DC Commuting Area within the Bureau for Europe and Eurasia, Technical Support Office (TSO), Energy and Infrastructure Division (EI), at the U.S. Agency for International Development (USAID).

Duties

Conceptualizes, designs, documents, evaluates, and/or manages USAID programs and/or projects. Advises senior Bureau management on key issues/constraints to program/project development. Prepares or oversees the drafting of project documents. Identifies policy issues and priorities, designs analyses, evaluates alternative agency strategies, and makes definitive recommendations to senior management on major energy and critical infrastructure protection issues pertinent to the E/E region. Serves as an expert consultant on energy and/or critical infrastructure technical assistance projects and programs. Consults with all levels of management, headquarters personnel, other federal agencies, and foreign and commercial organizations. Exercises a broad degree of independence and applies authoritative judgment in developing and maintaining relationships with stakeholders in USAID and other USG organizations. Participates in policy formulation for agency programs.

Qualifications

Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Specialized Experience: GS-14: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) leading teams and/or working groups that furthered goals related to energy sector development and/or improved critical infrastructure protection; (b) managing energy or critical infrastructure protection projects and/or programs in an international development or foreign assistance context; (c) serving as an advisor to management and developing long- and short-range objectives that met the goals of an organization Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
