The incumbent serves as a Senior Examination Specialist or Examination Specialsit with responsibility for conducting examinations of the GSEs in the area of the diversity and inclusion of minorities, women, disabled and their business activities as mandated by the Housing Economic and Recovery Act of 2008 (HERA). This includes all workplace activities, marketplace activities, diversity and inclusion governance, strategy, organization, operations, reporting and performance.

Duties

The incumbent assists in the development of examination strategies and work plans and in determining the scope of examination activities, and contributes towards development of new or adapted work methods and procedures as needed; serves as a senior member of an OMWI examination team to identify emerging risks and assess overall diversity and inclusion governance and performance; utilizes technical capability to conduct and/or support complex examinations. Is recognized for his/her knowledge in the analysis, evaluation and reporting of the diversity and inclusion performance of GSEs. Follows supervisory guidance such as the OMWI examination manual, advisory bulletins, examination guidelines and policy statements to ensure that the development of examination scope and reports are completed according to prescribed FHFA regulatory and supervisory policy and program guidelines and standards. Communicates examination findings and their bases to senior management to elicit management's views. Assists in determining the scope of the analysis required, develops sources of material appropriate for the evaluation of new or unique types of activities or operations, develops new or adapted work methods and procedures, and performs research to identify material suitable for unprecedented issues. During the course of the examination, the examiner facilitates the flow of information and ensures an accurate understanding of the key risks, processes and controls, and the factual basis for examination findings. Drafts written reports including evaluative commentaries appropriate to the operations being examined. Documents examination findings through a combination of GSE source documents, report comments and other examination workpapers that address both management practices and condition. Workpapers are completed in accordance with FHFA's workpaper standards, as provided in the examination. Keeps abreast of significant issues, events, trends and emerging risks that may impact the continued operations of the GSEs in their diversity and inclusion mission. Provides first-hand experience concerning diversity and inclusion issues and the adequacy of current examination techniques in dealing with them. Maintains a thorough knowledge of issues, trends, and advances in diversity and inclusion, workforce management, contracting and procurement management, risk management and risk-based examinations of large, complex financial institutions. Provides OMWI management with technical advice on advances in examination management of practices and risk-based examination procedures, and makes recommendations for the enhancement of the OMWI examination program. Performs other duties as assigned.

Qualifications

Qualifying experience for the EL/GS-13 level includes one year of specialized experience at the equivalent to EL/GS -12which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Qualifying experience for the EL/GS-12 level includes one year of specialized experience at the equivalent to EL/GS -11 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include the following: (the first three are required). (1) Knowledge of financial institution supervision process as applicable across the range of institution functions, programs, and policies, including the planning, execution, and reporting phases of the supervisory and examination cycle. (2) Knowledge and understanding of diversity and inclusion principles, practices, standards, issues, and trends as they relate to business organizations, especially the Government Sponsored Enterprises (GSEs). (3) Experience in planning and conducting risk-based examinations in large, midsize, or complex financial institutions. (4) Demonstrated oral and written communication skills in order to communicate technical material clearly and concisely in presentations to technical and non-technical audiences, deal tactfully with senior agency officials, GSE management, boards of directors, and representatives of other agencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
