Duties

This position serves as a Planning and Environmental Coordinator for the Color Country District. Provides interpretation, guidance, program leadership, quality control, and training for the development of National Environmental Policy Act (NEPA) and Resource Management Plan Amendment (RMP) documents. Works with the other district and field office planners and NEPA Coordinators to plan, lead, coordinate, complete, and implement NEPA activities for the offices within the district. Develops planning schedules and public participation plans to guide the Field Office’s planning process. Serves as a technical liaison between Field Offices and other entities; such as the State Office, BLM offices, Headquarters, Regional Solicitor's Office, other government agencies, Indian Tribal Governments, contractors, and external customers. Prepares and interprets records to assist the State or Solicitors' offices in the defense against, and resolution of, a wide variety of protests and appeals. Serves as spokesperson and/or liaison for RMP/NEPA documents and arranging public meetings in collaboration with project leads and managers. Serves as a Contracting Officer’s Representative for BLM’s contracted RMP/NEPA documents.

Qualifications

To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Planning & Environmental Coordinator. Qualifying specialized experience includes: working with public land resource values, issues, or controversies; reviewing planning and National Environmental Policy Act (NEPA) documents according to laws, regulations, policies, and guidance; writing or preparing planning and NEPA documents to ensure the documents read smoothly and correctly; collecting and reviewing data for planning and NEPA assisting in developing public land-related planning strategies and procedures. OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience. To qualify at the GS-12 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level equivalent in difficulty and complexity to perform the duties of a Planning & Environmental Coordinator. Qualifying specialized experience includes: coordinating and implementing natural resource management planning activities; working with various Federal, State, and local government agencies to provide guidance on Resource Management Plans (RMPs) and Environmental Impact Statements (EIS); reviewing or training team members on assigned work relating to (RMPs) or (EIS); developing planning and National Environmental Policy Act (NEPA) guidance for office use; coordinating inventory and data collection to conduct resource management planning and NEPA decisions. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Time-in-Grade requirements for the GS-11 level is 52 weeks at the GS-09 level. Time-in-Grade requirements for the GS-12 level is 52 weeks at the GS-11 level. Physical Demands: The work is primarily sedentary and does not require unusual physical activity or demands. On occasion may require walking over rough, uneven or rocky terrain during periods of extreme temperatures. May be required to drive two or four wheeled drive government vehicles over tarred, gravel or dirt roads. Work Environment: The work environment involves everyday risks and discomforts that require normal safety precautions typical of office, meeting and training room, and outdoor desert settings.
