Duties
You will conduct complete studies and/or projects with high visibility, unusual urgency, and/or program criticality.
You will prepare appropriate information papers for use by senior Marine leaders.
You will establish and maintain liaison with commands and program managers and work closely with their representatives to ensure that requirements definition, funding requirements and risks to mission are captured.
You will review and evaluate proposed Navy and other service component programs for Marine Corps-related issues.
You will provide independent, fiscally focused analysis and recommendations on studies, policies, and capability documents produced by other HQMC departments and other service and external agencies.
You will provide leadership on highly complex problems of critical importance and handle assignments that involve a broad and general responsibility for accurate data collection and analysis.
You will formulate and carry through research plans that explore the most fruitful areas of research in relation to Marine Corps programs and needs.
You will develop experimental designs and/or analytical methods for major Marine Corps studies.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Generally, current Federal employees applying to GS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing scientific work that involves designing, developing, and adapting mathematical, statistical, and other scientific methods and techniques to analyze individual programs; conducting independent research and analysis across all facets of programming and financial matters.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
