This position is located in a division of the Office of Defense Trade Controls Licensing, Bureau of Political-Military Affairs (PM/DTCL). Reviews and acts on license applications and other requests for approval to export defense articles, defense services, and related technical data, as specified on the United States Munitions List. As delegated, may assign work to and be assisted by analysts of lower grade.

Duties

At the GS-12 level the incumbent performs essentially the same duties as outlined below; however, the scope/complexity of assignments are of less responsibility/independence and receives closer supervision than the GS-13 level. Reviews, analyzes, and evaluated cases in several commodity categories assigned to him/her (e.g., military electronics, arms and ammunition, aircraft , etc.) to identify all pertinent legal, policy, regulatory, and procedural considerations. Responds to routine inquiries from applicants on individual cases prior to submission, as well as during the review process. Drafts and coordinates, as necessary, telegrams, air grams, memoranda, congressional, letter and other communications on matter relating to his/her responsibilities.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. For the GS-12 grade level: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience reviewing requests for export licenses and approval of manufacturing, technical assistance, and distribution agreements. Experience reviewing proposed munitions export requests for export of commodities and services. Experience advising applicants and/or agencies on export policy and administrative practices. There is no substitute of education for specialized experience for the GS-12 position. For the GS-13 grade level: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience making final decisions, i.e., approving or denying, on requests for issuance of export licenses and approval of manufacturing, technical assistance, and distribution agreements. Experience reviewing and responding to proposed munitions export requests for export of commodities and services. Experience advising applicants and/or agencies on export policy and administrative practices. There is no substitute of education for specialized experience for the GS-13 position.
