This position is located on the Emergency and Regulatory Compliance Services (ERCS), Resource Management Services (RMS) staff and serves as a Supervisory Financial Manager overseeing fiscal activities and budget administration for the control of funds allocated to ERCS.
Duties
The duties may include, but are not limited to:
Develop and coordinate the program and combined services budgets.
Develop policy guidelines and detailed procedural instructions for use in planning, estimating and documenting Program funding needs.
Provide technical advice and assistance to Management in the development of budget requests.
Coordinate, review, and revise budget requests.
Monitor the execution of the budget to assure that funds are efficiently, effectively, and appropriately obligated.
Compile/prepare narratives and statistical analyses for dispersing budgetary and fiscal data.
Develop cooperative agreements, reimbursable agreements, and memorandums of understanding.
Serve as direct liaison between ERCS and the Agency’s budget, finance, travel, and purchase card management offices.
Initiate formal personnel actions for such matters as the retention/removal of probationary employees and details of position responsibilities.
Requirements
- You must be a US Citizen or US National.
- Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Work is sedentary; however, travel is necessary to conduct the major duties and responsibilities of the position.
- During field reviews and/or visits, occasional risks and discomforts may be experienced in working around potentially dangerous animals or during adverse weather conditions.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience as defined below.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Utilizes management techniques, methods, and theories to plan, organize, oversee, and manage resources and employees to accomplish program objectives.
Providing guidance and technical advice based on policies, procedures, and regulations for financial matters related to budget execution, procurement, and travel management and propose solutions to major problems.
Applying analytical techniques for assessing the effectiveness or efficiency of work processes and developing standard operating procedures and guidance.
Communicating using advanced techniques to effectively and diplomatically interact with internal and external customers.
Researching complex financial issues utilizing data gathering methods and problem solving analysis, and the ability to make recommendations which visualize the effects and impact of the proposed corrective actions.
Note: There is no education substitution for this grade level.
