The incumbent serves as part of the Emergency and Regulatory Compliance Services program responsible for managing budget, procurement, and travel functions. The incumbent is considered a subject matter expert in the financial and budgetary areas, and must be able to provide definitive advice, present information authoritatively, and to train others with varying levels of knowledge. The incumbent integrates USDA and APHIS budget/financial policies with ERCS' mission and strategic priorities.
Duties
The duties may include, but are not limited to:
Performs a wide range of administrative and analytical duties in the justification, presentation, formulation, and execution of multiple program budgets.
Conducts special budgetary and fiscal analytical studies, to include trend analysis as well as projections, which affect current and long-range policies for ERCS.
Develops policy guidelines and detailed procedural instructions for use in planning, estimating and documenting Program funding needs.
Prepares and presents preliminary/formal budgetary and historical data for use by management in the annual review/submission of budget requests.
Leads the development of allocation of funds to the Divisions.
Reviews, evaluates, and recommends revisions to allocations to ensure proper utilization of funds in regard to legality, Congressional intent, consistency with strategic planning, and directives.
Develops and submits a monthly status of funds report projecting rates of obligations to reflect and predict variances from work plans.
Requirements
- You must be a US Citizen or US National.

- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Utilizes management techniques, methods, and theories to plan, organize, oversee, and manage resources and employees to accomplish program objectives.
Providing guidance and technical advice based on policies, procedures, and regulations for financial matters related to budget execution, procurement, and travel management and propose solutions to major problems.
Applying analytical techniques for assessing the effectiveness or efficiency of work processes and developing standard operating procedures and guidance.
Communicating using advanced techniques to effectively and diplomatically interact with internal and external customers.
Researching complex issues utilizing data gathering methods and problem solving analysis, and the ability to make recommendations which visualize the effects and impact of the proposed actions.
Note: There is no education substitution for this grade level.
