This position is located in the Bureau of International Security and Nonproliferation, Office of the Executive Director, Human Resources Division (ISN/EX/HR) and provides Bureau(s) with two or more HR Functions, one of which must include Staffing and Recruitment or Position Classification. The specialist provides active follow-up through the entire process for various types of assignments/appointments. Ensures personnel actions and processes conform to applicable laws and regulations.
Duties
Analyzes and resolves broad, complex, controversial and high priority recruitment issues requiring extreme care in problem resolution.
Conducts technical reviews to ensure performance plans, progress reviews, and summary ratings comply with policies and procedures.
Serves as the client organizations' initial point of contact and source of information on benefits, responding to benefits questions; provides information necessary to help employees obtain maximum gains from available benefits.
Maintains liaison with the Department’s central HR offices on HR functions within the scope of the work duties by providing statistics, background information, justifications, and other related data as required.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience drafting a variety of reports, letters, memoranda, position descriptions, position evaluation statements, and other correspondence on a full range of sensitive management issues.
Experience in executing the full range of staffing/recruitment issues. (e.g., ascertaining managements' specific needs and requirements, preparing job announcements, researching other avenues of positions, and/or tracking progress of such actions throughout the process.
Experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature.
There is no substitute of education for specialized experience for the GS-12 position.
