The position is located in the Bureau of Educational and Cultural Affairs, Office of Citizen Exchanges in the Sports Diplomacy Division (ECA/PE/C/SD). This position coordinates international sports policy internally within the R family, regional and functional bureaus, and the federal government interagency, and externally with professional sports leagues, the U.S. Olympic & Paralympic Committee (USOPC), sports federations, sports organizations, and foreign governments.
Duties
Serves as a primary liaison to professional sports leagues, the U.S. Olympic and Paralympic Committee, and sports federations for the purposes of international sport policy coordination and implementation of Sports Diplomacy exchange programs.
Conceptualizes and develops public diplomacy initiatives, ensuring that exchange programs and policies involving sports effectively promote U.S. foreign policy goals and advance mutual understanding between the U.S and other countries.
Oversees the conceptualization, execution, and monitoring of grants and cooperative agreements to non-governmental, non-profit institutions and organizations.
Provides expertise to senior State Department leadership, Congress, and the White House on the increasingly prominent role of sports in global affairs.
Requirements

- Must be able to obtain and maintain a Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience developing and maintaining public/private partnerships.
Experience providing oversight and policy guidance of a variety of programs/initiatives.
Experience developing and managing program activities/initiatives and evaluating and reporting on program impact.
There is no substitute of education for specialized experience for the GS-14 position.
