Duties
This position is located in the Department of Homeland Security, Office of the Under Secretary for Management, Office of the Chief Information Officer, Information Technology Operations (ITOps), Springfield, Virginia and Stennis Space Center, Mississippi. The primary purpose of this position is to manage information technology projects that provide a unique IT service, product, or system to customers.
Duties performed:
Provides leadership to identify customer IT infrastructure requirements; understand and translate the requirements into cost estimates and actionable schedules/plans; monitor development/implementation activities, and report status.
Oversees and facilitates the implementation and delivery of IT Infrastructure services requested by a customer (DHS Component, DHS HQ entity or other organizational entity) and required to meet a customer mission need.
Leverages the expertise resident elsewhere in the DHS organization and seek the assistance of those organizations, as required, to satisfy the customer need and requirements in a way that provides the greatest assurance of success and enriches the customer experience.
Performs complex information technology (IT) assignments driven by Component and customer needs.
Qualifications
Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.
Basic Requirement: Possess information technology related experience demonstrating each of the four required competencies:
A. Attention to Detail: Monitoring work activities within a project to ensure accuracy;
B. Customer service: Defining expectations for the delivery of customer support services;
C. Oral Communication: Maintaining collaborative working relationships with internal and external stakeholders; and
D. Problem Solving: Providing solutions to project or program issues to meet short and long-term goals.
AND
Specialized Experience:
GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Providing technical oversight of an IT infrastructure project or projects providing data center or cloud services;
Identifying requirements to develop IT solutions based on customers' needs; and
Evaluating IT infrastructure to provide advice on technical requirements or optimization.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
