You will serve as a Interdisciplinary Supervisory Nuclear Engineer/Health Physicist in the Fleet Radiological Engineering and Materials Branch (Code 2360.7), Fleet Maintenance and Radiological Support Division (FMRSD) (Code 2360), Nuclear Engineering and Planning Department (Code 2300) of NORFOLK NAVAL SHIPYARD.

Duties

You will assign work to subordinate personnel and ensure timely completion and quality of work. You will plan, direct, and administer the work of the branch through review of the work for accuracy and completeness of data, technical competence, correctness of presentation, compliance with established guidelines, and progress of work. You will ensure all occupational hazards are minimized and all employees are informed, on a continuing basis, of safe practices and procedures. You will be responsible for enforcing compliance with technical requirements contained in work procedures/instructions and ensures finished products meet specified radiological and quality requirements. You will be responsible for detailed review and adherence to radiological procedures and work practices incorporated into NAVSEA 389-0396, “Radiological Work Practices Handbook”. You will provide assistance to the Fleet regarding selection and procurement of radiological controls materials and resolve material supply problems such as the unavailability of material. You will review radiological controls materials to determine if design changes are necessary. You will oversees resolution of problems associated with the Fleet and shipyards receiving of defective, damaged, inappropriate, or otherwise deficient material from the stock system. You will review drawings, specifications, and other technical documents for proper radiological controls, providing guidance and advice on radiological controls and radiological engineering matters. You will provide expert radiological engineering and nuclear engineering advice to the Fleet in connection with routine and non-routine radioactive work performed. You will act as radiological technical and engineering consultant for the division and conduct in-depth investigations of the more difficult radiological problem areas and high radiation exposure nuclear work performed by the Fleet.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience being recognized as a subject matter expert in an engineering or health physicist specialty field. Experience displaying extensive knowledge and understanding of the functions and objectives of the Naval Nuclear Propulsion Program (NNPP), NAVSEA Radiological Control Office, and Fleet Radiological Maintenance & Support Division. Experience modifying existing techniques and developing new approaches for use by other engineering or health physicist specialists. Experience communicating effectively with people outside of the shipyard. Experience supervising and coordinating the work of others. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

GS-0840-13 - Basic Requirements:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

  1. Degree: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.

  2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A.
