The Policy Analyst position is located in the Judicial Conference Secretariat Office (JCS). JCS coordinates and facilitates AO staff support for the Judicial Conference and its committees, and provides overall coordination for the AO advisory group process.
Duties
The incumbent of this position will occupy an entry level Policy Analyst position. This opportunity offers tailored learning and development activities to include formal and informal instruction, guidance, and mentoring. The goal of this career development plan is to enable the selected individual to meet the requirement of the full performance level. At the successful conclusion of the development period, the full performance salary range increases to $94,199 to $176,555.
This position will report to the JCS Officer in the Judicial Conference Secretariat (JCS). The JCS is seeking a self-motivated professional Policy Analyst to join its team. You will be part of a dedicated support team striving to enable the achievement of the constitutional and statutory mission goal of the judicial branch of government - to provide equal justice under law.
At the entry level, the incumbent performs professional entry level assignments specifically designed to prepare the incumbent for higher level professional work. The incumbent will participate as a team member working under the direction of the JCS Officer. As competencies in entry level assignments increase, the incumbent will be assigned progressively more complex work with an appropriate level of supervision.
At the full-performance level, the duties of the position include, but are not limited to:
Working with the Director of the AO and the JCS Officer; managing the administrative process through which the Chief Justice of the United States makes appointments to Judicial Conference committees and other assignments; and preparing detailed materials for the Chief Justice, AO Director, and JCS Officer.
Conducting the biennial solicitation of judges' interest in serving on Judicial Conference committees, special courts/panels, and the U.S. Sentencing Commission.
Managing the Appointment System database containing records of all current and historic appointments made by the Chief Justice to Judicial Conference committees, special courts, panels, and boards.
Managing and coordinating the process through which the AO obtains advice from a broad spectrum of court representatives including judges and court leaders; and serving as the subject-matter expert on the AO's advisory process.
Coordinating the meetings of the AO's advisory councils and groups.
Chairing the planning meetings and coordinating the work of the AO's advisory process, including responsibility for the coordination, review, and approval of agendas and reports for biannual meetings of the advisory councils and groups.
Managing the database of all current and historic appointments to advisory councils, peer advisory groups, and working groups, which is a resource for the Director and AO senior managers.
Reviewing and providing input on Judicial Conference committee agenda items and committee reports; and providing support for Judicial Conference related events.
Preparing agenda items and providing support for the Executive Committee of the Judicial Conference.
Preparing and delivering presentations to judges, court unit executives, and other executives concerning the role of the Judicial Conference and its committees and the AO's Advisory Council process and its groups.
Communicating with judges and unit executives regarding appointments to Judicial Conference committees and service on AO advisory groups.
Composing and reviewing memos, letters, emails, and other correspondence to judges, unit executives, and other court representatives.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experiencewhich is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing a broad range of administrative support that includes planning committee meetings, preparing agenda items, and reports; and composing and reviewing memos, letters, emails, and other correspondence.

Education: If you are using your education to qualify for the specialized experience requirement, you must submit a copy of your transcripts or an itemized list of courses (which includes equivalent information from the transcript e.g., course title, semester/quarter hours, and grade), from an accredited college or university, with a major in a field that provided you with the knowledge, skills, and abilities necessary to do the work of this position. This information must show superior academic achievement. Superior academic achievement is defined as a 3.5 GPA in your major or an overall GPA of 2.9. (TRANSCRIPT REQUIRED)
Evaluation of Foreign Education: Evaluation of Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants must provide the following in order for foreign education to be acceptable: A copy of the letter containing the results of the equivalency evaluation; the type of education received the level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the U.S. National Council for the Evaluation of Foreign Educational Credentials; the content of the education program earned abroad and the standard obtained; the status of the awarding foreign school's recognition and legitimacy in its home country's education system; information on what the evaluation service did to obtain this information; and any other information of interest pertaining to the assessment/evaluation of the foreign education. Failure to provide required/sufficient documentation will result in lost consideration.
