The primary purpose of this position is to serve as a second-level supervisor, providing planning, directing, organizing, and exercising control over supervisory, non-supervisory, military and federal civil service civlian employees assigned to Emergency Communication Center for JB Fort Sam Houston, JB Lackland and JB Randolph
Duties
Plans, organizes, and oversees the activities of the Emergency Communications Center. Develops goals and objectives that integrate organization and Emergency Communications Center objectives.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Represents Emergency Communications Center with a variety of installation and functional area organizations.
Maintains telephone and radio communications equipment and dispatches appropriate emergency forces. Receives alarms by telephone, Telecommunications Device for the Deaf (TDD), computer interface, and communications equipment.
Operates automated data processing equipment for the base fire alarm system and the Enhanced 911 system. Responsible for maintaining, purchasing, and upgrading all automated data processing equipment, software, and communications equipment in the E-911/Emergency Communications Center.
Updates publications located in the Emergency Communication Center including maintenance of maps, logs, charts, and classified materials.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter??dated 29 Jan 90).
- The employee is required to work a 40-hour week. Shift work is required to include nights, holidays and weekends that may include 12 hour assigned shifts.
- Employee required wearing fire service uniform and comply with department standards.
- Recall to duty may be required of this position.
- Employee must meet Department of Defense DoD Firefighter Certification System for Hazardous Materials Awareness, Telecommunicator I and Telecommunicator II.
- Employee shall have upon appointment 1 year to become DoD Firefighter Certification System Fire Instructor I, Emergency Medical Dispatch EMD and Cardio Pulmonary Resuscitation CPR certified. Incumbent shall maintain??all required certifications.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and (con't)
- continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
- Must be able to obtain and maintain a appropriate security clearance.

Conditions of Employment Continued:
This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and maybe required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for the GS-2151 Dispatching Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of radio fire alarm receiving and transmitting equipment, computer equipment entering and extracting data. Knowledge of safety and security regulations, practices, and procedures to include knowledge of location and availability of emergency apparatus, the kind of apparatus needed for emergency at hand. Knowledge of basic computer operations to include word processing, retrieval and input of data.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of radio fire alarm receiving and transmitting equipment, computer equipment entering and extracting data. Ability to query the database for specific reports and data on responses made and services provided.
Knowledge of safety and security regulations, practices, and procedures to include knowledge of location and availability of emergency apparatus, the kind of apparatus needed for emergency at hand.
Knowledge of basic computer operations to include word processing, retrieval and input of data.
Ability to inspire, motivate and guide others toward goal accomplishment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
