The primary purpose of this position is: To provide emergency police, fire and medical services to the public by answering emergency E-911 calls and responding with appropriate personnel and equipment.

Duties
Provides emergency E-911call-taking and dispatching services. Determines the nature of the emergency in accordance with established guidelines.
Performs emergency medical dispatch (EMD) services to callers with medical emergencies. Employee verifies the location and call back number for the medical patient, determines the severity of the emergency situation using EMD checklists, in accordance with national standards.
Maintains maps, checklists and charts, including automated programs. Maintains a current automated outage status file and ensures oncoming senior officials receive current outage reports.
Operates and maintains telephones automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center.
Prepares and maintains reports and records relating to emergency responses. Operate computer Based Hazardous Materials databases to provide field units with accurate information during emergencies.

- Employee must obtain/maintain required certifications, i.e., International Fire Service Accreditation Congress Certification as a Telecommunicator, Level I and II; EMD and EMD-Q certifications, (cont'd)

- Employee is required to work a 40-hour work week which may include weekends and holidays and may be subject to recall
- Employee is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time
- May be required to respond on off-duty time during a conflagration or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher

- Must participate in exercises by relaying accurate information

- If situation dictates, employee must be able to relocate to the alternate FACC. Employee must be able to transport 30 – 35 pounds of books and equipment during relocation process

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Clerical and Administrative Support Positions, Dispatching Series 2151
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes Extensive knowledge of emergency vehicle dispatching procedures, resources and capabilities and detailed geographic knowledge of the installation. Basic knowledge of standard fire protection and prevention theories, techniques and practices relative to various types of emergencies such as, structural fire, aircraft crash, hazardous materials situations and medical emergencies. Knowledge of Emergency Medical Dispatch (EMD) procedures sufficient to instruct caller on rendering medical aid. Knowledge of communications operations and telecommunication equipment in a computerized telecommunications service center. Knowledge of a comprehensive body of operational knowledge of communications equipment, alarm systems, and radios. Knowledge of various office automation software processing procedures and function keys and the similarities and differences among software types to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. Knowledge of basic computer operations including work processing, retrieval and input of data. A qualified typist is not required.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of communications operations and emergency dispatching policies and procedures.
2. Knowledge of basic computers operations to include word processing, retrieval and input of data. A qualified typist is not required.
3. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand.
4. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. Ability to assess incoming information (problems presented) in police, fire, medical and other emergency situations and quickly determine the proper dispatching course of action.
5. Ability to work independently without immediate supervision.
6. Knowledge of emergency response agencies and services, including police, fire and medical.
7. Knowledge of Emergency Medical Dispatch services in order to determine the appropriate procedures for 911 callers
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
