This position is located in the Engineering Service, Veterans Health Administration Medical Center (VAMC) in Hampton VA Medical Center. The primary purpose of the position is to accomplish activities related to procurement/acquisition supporting operational activities internal and support execution of the budget. The technician has responsibility for researching, managing, coordinating, controlling, and purchasing a variety of supplies and services.

Duties

Procurement/Acquisition Management and Control Manages and controls procurement/acquisition for FMS supporting administration, medical services, and clinics in correlation with Contracting personnel and activities. Ensures the products/services are available for use when and where needed and is responsible for making recommendations. Helps develop and prepare required procurement documents. Submits formal procurement/ acquisition requests. Uses other web based applications in support of procurements. Works with Contracting Officers (CO) and Purchasing Agents to assure the best strategy is accomplished to support engineering and the mission of the VA. Considers the technical requirements of the procurement/acquisitions and recognizes the necessity for high priority action when services or materials are needed to complete a job. Maintains all records and receipt documents in order to properly support the procurement/acquisition process; regularly reviews and analyzes data, and makes recommendations to staff or supervisor to assure the most economical procurement acquisition. Makes recommendations to the supervisor regarding changes to procurement processes, stock processes, or other areas of the acquisition program. Responsible for supporting the supervisor in providing data to support business plans. For unplanned/unprogrammed procurement requirements, provides inputs for formal funding and equipment request submissions to committees. Purchasing Has authority limited to the micro-purchasing thresholds and procedures. Prepares requests for procurement of supplies and services, analyzing quotations received from vendors. Serves as member on technical review panels and assuring awards to the lowest responsive, responsible vendor through Contracting Officer's Representative (COR) duties as assigned by the CO. Must consider price, payment discounts, shipping costs, delivery times, and specifications. Places purchase/delivery orders, distributes and files purchase orders, processes amendments to purchases, acts on/ Responds to vendor claims. Prepares requests for payment, resolves disputes on purchases, enforces contractor compliance with the terms of the agreement, and closes out each contract. Determines the best purchasing and payment method to utilize. Makes decisions in accordance with the Federal Acquisition Regulation and the VA Acquisition Regulation for competition and formal advertisement. Provides CO with inputs into formal requests for proposals/quotes. Has access to fund control points and has the authority prepare, input and track status of orders. Reviews fund control point activities in order to assure funding levels are not exceeded on any purchase. Ensures allocated project contract budgets are not exceeded, and can recommend the need for additional funds to the supervisor. Supports the supervisor in providing the status of the project/contract budgets to the Chief. COR Duties Ensure that the government receives all that it has bargained for. Meets with CO quarterly to review mandatory reporting requirements, conduct Fiscal audits, review potential adjustments and funding justifications. During option years, responsible for updating HR certifications (for medical sharing contracts) and new approvals, the Independent Government Cost Estimate and market research. Must provide past performance information before the CO exercises the option. Must comply with integrity regulations related to disseminating contract information. Requests outside of the contacts listed should be referred to the CO. May represent the Program Office for developing procurement packages. Is the business liaisons for the contract with other required personnel on station. Meets with and provides relevant contract information to leadership in all phases of the acquisition process, from. Upon expiration of the contract, the electronic files shall be forwarded to the CO. Record Keeping Required to maintain contract administration files in accordance with VA policies and procedures. Shall maintain official files. Invoice Certification Must validate invoices within five (5) days of receipt against the terms of the contract and performance monitors. Must notify the CO within three days of receipt if the invoice is not valid. Is responsible for ensuring compliance with invoice validation processes before invoices are certified. Training Documentation Responsible for completing the training for FAC-COR certification, VHA supplemental training, and any additional training based on the complexity of the contracts they administer. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of work production and quality of work. Physical Requirements: The work is administrative in nature and often sedentary. However, walking, carrying, stooping, and bending are required to carry out inventory receiving and stocking the areas assigned. The activities include physical inspection of supplies and services provided, operation of common material handling equipment such as forklift, pallet jack, etc. The incumbent may lift and carry items that weigh up to 40 pounds. The heavier items are moved with weight handling equipment or with the assistance from other workers. Work Environment: The work is generally performed indoors with routine visits to hospital administrative/engineering spaces, patient care areas, and storage areas. Incumbent may be exposed to outside weather conditions in winter or summer extremes when working on the facility. The incumbent will support the FMS mission during emergent situations (e.g., equipment failures impacting hospital operations and safety, hurricanes, snow removal, and other natural disasters) and is subject to callback during non-duty hours. May be required to travel outside the local area to attain necessary knowledge and training to support primary duties. Valid State Driver's License: The position requires that the incumbent must possess a valid driver's license. Position requires occasional travel to satellite VA facilities with a government furnished vehicle to support these facilities as required.
