This new position is located in the Prosthetic and Sensory Aids Service (PSAS) within the Prosthetic Service Line, Hampton, Virginia under the Veterans Administration Mid-Atlantic Healthcare Network (VISN 6). The purpose of the position is to ensure supplies and materials are distributed for the Prosthetic and Sensory Aids Service (PSAS) within the Prosthetic Service Line. The incumbent serves as Lead Supply Technician who leads three or more GS-2005 for the Prosthetic and Sensory Aids Service.

Duties

Major duties include but are not limited to: Lead Duties- 40% Checks on work in progress or spot checks work not requiring review, and reviews completed work to see that supervisor's instructions on work sequence, procedures, methods, and deadlines have been met for the distribution of technical medical equipment, materiel, and supplies as deemed appropriate to assess the quality and quantity of work produced by each employee. Ensures that items are safe for use, delivered on time at the proper place, and in the correct condition and quantity to be properly used for VA patient care. Position gives formal training and orientation on materiel handling, Storage techniques, inventory control, packaging techniques, and operation of material handling equipment, storage, correct safety techniques, body mechanics, and quality assurance. The position is responsible for distributing and balancing the workload among employees in accordance with established workflow or job specialization on a daily, weekly and monthly basis, for specific projects, or for a longer basis if required to assure an even flow and distribution of work. When scheduling, the expeditious handling of priority cases and the meeting of schedules and deadlines must be considered. When necessary, revises work schedules to meet anticipated and unanticipated changes in the workload. Explains work requirements, methods, and procedures, as needed, giving special instructions on difficult or different operations and answering technical questions about the work. Inventory Management Work-20% Performs inventory management related duties including elements of item management, materiel coordination, and inventory control. Utilizes General Inventory Program (GIP) database, compiles reports and disseminates as required. Generate reports via Integrated Funds Distribution, Control Point Activities and Accounting Procurement (IFCAP) and GIP providing copies to immediate supervisor and management for review and action if needed. Maintains inventory for items from readily available sources of supply, or items which reflect relatively stable patterns of demand. Utilize barcode equipment to scan and track inventory. Coordinates and/or monitors all phases of the inventory process including participating in the establishment and control of inventory standards and eliminating adverse conditions affecting the inventory. Identify requirements and requisition, issue, or distribute office and administrative supplies, forms, publications, or other printed materials. Prepares the survey report when nonexpendable property is lost, damaged, or destroyed. Customer Service- 15% Issue and/or deliver material to work center personnel or patients directly; contact customers, supply organizations, transportation units, and others to obtain material status information; follow up on urgently required items, and/or expedite delivery of material to facility; assists with and provides customer support and service, issuing and/or resolving customer needs and equipment issues. Property Accountability Work -10% Regularly conducts physical inventories and adjusts and/or maintains inventory stock, or property account records; performs records functions in inventory, storage, cataloging, receipt and control processes, and reissue and reutilization of inventory; performs property accountability duties or the more routine phases of property management including inventory of nonexpendable property, reporting excess property, etc. Oversees stock maintenance at or within prescribed levels and establish or adjust stock levels and reorders using standard formulae and prescribed procedures to assure proper levels are maintained at all times. Document Control Work- 10% The incumbent oversees stock room and inventory by utilizing prescribed PSAS databases and governing inventory and supply regulations, manuals, procedures and processes. Using the General Inventory Program (GIP), maintain local stock records, reorder when stocks are low or at a specified reorder point; prepare standard reports such as variances between actual and estimated costs; and perform supply transactions such as receipt, shipment, storage, control, issue, and/or adjustment functions. Maintain a clean, neat and dry stock room assuring that items are safely stored and apply the first in first out (FIFO) concept. Return and Reutilization- 5% Regularly review and monitor reutilization of equipment from PSAS and/or vendor inventory. Arrange for disposal of equipment condemned from Durable Medical Equipment (DME) inventory. Performs other directly related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: distributing supplies and materials, including sterile and non-sterile medical supplies, instrument sets and equipment, to all areas of the facility; scanning, bar-coding, receiving, storing and distribution of supplies and materials; assists in training new employees; maintains current knowledge and answers questions on procedures, policies, etc.; maintains stock by pulling stock, replenishing stock, and maintaining records on stock levels; monitors expiration dates and rotates stock; cleans assigned areas in accordance with aseptic principles; and receives supplies and material into the facility. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. .
