About the Position: This position is located at the U S Army MSCoE, Chemical School at Fort Leonard Wood, Mo. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, Mo. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2 hr drive to the East along I-44 and Springfield is a little more than an hour's drive to the West of Fort Leonard Wood.

Duties

Serve as a Personnel Security Specialist for Military and civilian personnel assigned to the United States Army Chemical, Biological, Radiological, Nuclear School (USACBRNS), with responsibility for administering the personnel security program. Review and evaluate reports of investigations, personnel files, Military Police (MP) Blotters/CID Reports and other records to recommend whether to grant, deny, revoke, suspend, or restrict security access and or clearance. Prepare reports of Unfavorable Information and recommends for clearance revocation, suspension or retention to the Commander. Conduct local records checks (i.e., Official Personnel File, Criminal Investigation Division (CID), Provost Marshal Office, Medical Records, OPM, etc.) and recommends eligibility of an interim clearance for assigned personnel. Submit completed personnel security clearance packets to the Central Clearance Facility (CCF) for background investigation and clearance issue. Maintain the Sensitive Compartmentalized Information (SCI) billet roster for USACBRNS assuring the roster is current. Analyze and determines if requests for Single Scope Background Investigations (SSBIs) are completed properly and that the submission is justified based upon a requirement for that level of clearance. Develop and update Standard Operating Procedures (SOPs) and policies for USACBRNS personnel security program and ensures organizations are operating in accordance with SOPs. Maintain up to date databases for internal data analysis, knowledge management and external reporting requirements. Serve as the Information Security Manager and Document Custodian for the division, responsible for securing and accounting for all USACBRNS classified and accountable documents, film, tapes and other related media materials.

  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program.
  • This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13.
  • It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum.
  • Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program.
  • The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • This position requires a Secret Clearance.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
