Duties

You will conduct analytical assessments of key operational and support issues affecting Marine Corps resource allocation decisions. You will design, conduct, and monitor studies, analyses, and evaluations of non-acquisition enterprise-level investment programs, e.g., manpower, facilities, training and education, and force readiness. You will determine and evaluate resource issues; identify the relevant factors and variables and develops the alternatives to be considered. You will maintain continuous review of programs within the Navy and Marine Corps to evaluate status, readiness, and capability to meet planning objectives. You will be responsible for the factual accuracy, thoroughness of the analyses, appropriateness of the analytic design, and the clarity and validity of interpretations and recommendations.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires the ability to obtain and maintain a TOP SECRET-SCI security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing operations analysis, cost analysis, and strategic resource assessments of Service manpower, training, facilities and/or operating force programs and commands/activities issues to provide timely advice and insights to senior leaders. The well-qualified candidate will have these experiences with individual Marine Corps and Marine Corps-related Navy programs. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual for the GS-1515, Professional Operations Research Series.

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
