The Associate Vice President leads the Environmental & Social Risk Assessment Division in DFC's Office of Development Policy (ODP). This position determines, maintains, and ensures compliance with agency and ODP environmental and social policies and procedures; oversees environmental & social risk assessments of potential projects and environmental & social monitoring and management of active projects; and shares lessons learned on project and portfolio environmental and social performance.

Duties

Provides strategic direction and leadership on the policies and approach of the Environmental & Social (E&S) Risk Assessment Division. Oversees operational implementation of the division's activities and consistent application of policies and procedures to environmental and social due diligence and clearances of potential investments; oversees and directs the management of environmental and social performance of active projects. Directs, coordinates, and oversees work through subordinate supervisors. Oversees ODP's responses to internal and external stakeholder comments and responses as they relate to E&S matters. Leads the development of thought leadership on environmental and social matters, policies, processes, and procedures and represents DFC and the Office of Development Policy in external events and panels on environmental and social risk matters.   • Must be able to obtain and maintain a secret security clearance
  • This position will require foreign travel to developing countries

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to 1) provide expert guidance to internal and external stakeholders on environmental and social risk assessments of international projects/investments, through application of the International Finance Corporation's (IFC) Performance Standards and other international best practices; 2) review current environmental and social risk policies and/or procedures and recommend changes to senior leadership; and 3) supervise a team, to include developing work plans and strategies and setting performance goals. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
