The Supervisory Health Technician (Ophthalmology) performs difficult ophthalmic technical duties with considerable latitude to exercise independent judgment The Supervisory Health Technician (Ophthalmology) provides supervision, administrative management, and direction of Health Technician (Ophthalmology) staff. This supervisor may be delegated full administrative and professional responsibility for planning and directing the Health Technician (Ophthalmology) staff activities for the service.
Duties
Duties include but not limited to:
Supervision of 8 -10 Certified Ophthalmic Assistants/Technicians
Preparing daily/weekly/monthly work assignments
Monitoring clinical performances of Health Technician (Ophthalmology) staff
Conducting performance appraisals, and other clinical and administrative tasks
Assures compliance with accrediting agency and regulatory requirements
Develops policies and procedures, manages document control, develops performance standards, position descriptions, and functional statements
Participates in patient care as needed including screening, testing, and assisting with procedures
Basic equipment maintenance
Communicates with pharmacy to ensure Omnicell access is current
Communicate with IT/ADPAC to ensure computer access for all technicians
Timekeeping of staff under supervision with report to timekeepers
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA policy.
English language proficiency
Certification: All applicants must be certified as a Certified Ophthalmic Assistant (COA) with the Joint Commission on Allied Health Personnel in Ophthalmology (JCAHPO).
One year of experience in a health care field, such as but not limited to nursing, medical assistant, or health technician OR Two years above high school with a minimum of six semester hours directly related to a health care field or associate's degree in a health care related degree. OR Equivalent combinations of experience and education are qualifying.
This position is above the full performance level and supervisory. Therefore the Grandfathering Provision as described in the VA Qualification Standard for this occupation does not apply
Grade Determinations:
Experience: One year of experience equivalent to the GS-08 grade level.
Demonstrated Knowledge, Skills, and Abilities (KSA)s: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Demonstrated leadership and managerial skills, and skills in interpersonal relations and conflict resolution to deal with employees, team leaders, providers, and managers;
Ability to perform the full range of supervisory duties, which includes responsibility for assignment of work to be performed; performance evaluations; selection of qualified staff; and recommendation of awards, advancements, and when appropriate, disciplinary actions; and
Ability to plan, organize, coordinate clinical work flow, set short and/or long term goals for the section, and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, and new technology.
Preferred Experience:
Minimum (2) years supervisory experience in a health care field, preferably Ophthalmology. Experience to include supervision of at least 5-7 employees with monitoring and formal review of clinical performance.
Minimum education of at least (2) years above high school with a minimum of six semester hours directly related to health care OR an associate's degree in a health care related field; Higher degree levels (bachelor's degree and above) are preferred with additional hours related to business/management.
Direct patient care experience with demonstration of the knowledge, skills, and abilities associated with work in an eye clinic. Experience must be at the level comparable to Health Technician (Ophthalmology) experience at the GS-8 level.
Knowledge of Ophthalmology terminology and proficient skill in the use of associated testing equipment to include, but not limited to: OCT, HVF, Optos, Lenstar, Pentacam, IOL Master, Cassini

The full performance level of this position is GS-09. The full performance level for career series 0640 Health Technician (Ophthalmology) is GS-08.
