You will serve as an Operations Planning & Execution Manager in the Operations Department, Code 300.2 of PSNS and IMF.
Duties
You will direct, implement, and coordinate policies having overall department and shipyard wide effect.
You will provide resources for and coordinate the entire range of nuclear and non-nuclear scheduling, work sequencing, and work integration duties throughout the Shipyard.
You will direct, through subordinate managers and supervisors, the development, implementation and oversight of a project quality program, project metrics, and Critical Chain Project Management.
You will work closely with senior and middle level shipyard management, as well as NAVSEA, other shipyards, customers, and other stakeholders to identify and direct improvements in Project planning, scheduling, and execution processes.
You will establish and maintain planning processes for all Operations Department availability planning efforts and coordinate with Submarine and Aircraft Carrier Program Managers to develop process standardization across all platforms.
You will direct the development and maintenance of standards, templates, and history files for reference and ready-to-use planning products for use on all availability planning efforts.
You will be responsible for the production work scheduling functions for all projects, including overall program level responsibility for assuring schedules are issued, monitored, maintained, and adjusted in an efficient and timely manner.
You will manage the efforts of 50-70 personnel and be responsible for their recruitment and professional development and growth.

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing, implementing, evaluating and managing the planning and execution of business functions, resource allocation and production of submarine or surface ship overhaul and repair projects.
