You will serve as a Supervisory Interdisciplinary Engineer/Architect in the Expeditionary Directorate (EX) of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.

Duties

You will report funds status to customers to ensure expenditures are timely and accurate. You will manage customer provided reimbursable funds for Expeditionary Directorate (EX). You will provide oversight of subordinate Program Managers to ensure accurate and timely management of in-house reimbursable and contract funds. You will review work products prepared by subordinates for acceptability. You will analyzing mission task, functions and loading associated with proposed operations to identify construction repairs and services necessary to support planned operations and support requirements. You will develop construction requirements plans based on identification, research and analysis of engineering intelligence for the region, area, or location under consideration.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801/0810/0819/0830 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading the execution of one or more NAVFAC PAC construction and services contract Expeditionary Directorate (EX) programs (i.e. Joint Interagency Task Forces West, Global Peace Operations Initiative, Exercise Related Construction, etc.; 2) Conducting damage assessment or providing specialized engineering and facility support including structural assessment, reach back design expertise, airfield or waterfront structure expertise, UFC/design code expertise, or facility planning expertise; 3) Conducting program management reviews to ensure NAVFAC PAC program execution is meeting supported commander's goals. In addition to the specialized experience listed above, applicants for the GS-0801, Professional Engineering Series, GS-0810 - Professional Civil Engineering Series, GS-0819, Professional Environmental Engineering Series, or GS-0830 - Professional Mechanical Engineering Series, must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to the specialized experience listed above, applicants for the 0808, Professional Architecture Series must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture.

OR

Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
