The position is located in the Department of State, Bureau of Overseas Buildings Operations, Program Development, Coordination and Support Directorate, Office of Cost Management (OBO/PDCS/COST). The Bureau of Overseas Buildings Operations (OBO) is the overseas real property manager for the Department of State and other U.S. government agencies serving under chief of mission authority.
Duties
Conducts analysis of construction projects and program requirements and prepare conceptual and detailed budget estimates.
Provides advice and guidance on construction costs for world-wide Department of State (DOS) renovations and new construction projects.
Conducts and/or reviews construction market surveys including gathering in-country construction cost data, evaluating the impacts of laws, taxes, and other conditions pertaining to construction cost estimates.
Serves as a Contracting Officer’s Representative (COR) and provides technical direction to architectural/engineering (A/E) contract cost engineers.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- Must be able to obtain and maintain a Top Secret security clearance.
- Verification of employment eligibility in the United States is required.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing project and program requirements and preparing detailed budget estimates from proposed scopes of work.
Experience developing cost estimate budgets and cost models for design and construction using software estimating tools.
There is no substitute of education for specialized experience for the GS-13 position.
