This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.
This announcement will close at 11:59 p.m. Eastern Time on the date the first 150 applications are received or November 14, 2023, whichever comes first.
Duties
Responsible for the management of financial assistance agreements administered for NIST and other Department of Commerce Bureaus, including but not limited to programs funded by the Infrastructure Investment and Jobs Act (IIJA) and the CHIPS and Science Act of 2022.
Performs detailed budget analysis on both competitive and noncompetitive agreements to determine the allowability, allocability, and reasonableness under applicable cost principles and their relationship to the objectives of proposed project.
Prepares award documents for execution and ensures necessary approvals as required by the Federal and Department requirements.
Monitors the performance of recipients through review of performance reports, financial status reports, and correspondence with both Bureau and recipient program/administrative staff.
Resolves any identified noncompliance that arises in the performance of the financial assistance action and determines an applied remedy for noncompliance in accordance with regulation.
Review recipient requests for modifications to the agreement, coordinate and facilitate legitimate requested revisions, and process applicable documentation for executing agreement modifications.

Qualifications
To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-11 (ZA-II for NIST). Specialized experience is defined as experience conducting the full range of pre-award and post-award activities associated with Federal financial assistance (grants and/or cooperative agreements); interpreting and applying Federal policies and regulations (e.g., Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200), and providing guidance and assistance to executives, managers and employees regarding policies and management of a competitive grant program.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
