Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience performing a wide range of contract related duties in the areas of contract development, award, administration, oversight, and execution, including Contract Officer Representative (COR) expertise across multiple contract types.- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position- OR an equivalent combination of education and experience. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of contract policies, procedures, and regulations within the FAR. Experience performing pre-award contract functions such as market research, sole-source justifications, independent government cost estimates (IGCE), Performance Work Statement (PWS) development. Experience performing post award contract functions such as evaluating and documenting contractor performance, approve contract deliverables and invoices, maintain working contract file, SLA acceptance, and CPAR appraisals. Analyzing, monitoring, and reporting contractor performance and implementing corrective actions. Experience with budget formulation, execution and oversight. Experience analyzing financial performance, cost data, and historical burn rates to ensure accurate planning and execution. Ability to define current and future IT business environments and assists with developing solutions for technical issues/contracts. Ability to work with technical leads to facilitate the development and execution of strategic plans for related IT service areas. Knowledge of program evaluation tools including spreadsheets and computer applications. Skill in oral communication. Ability to establish, develop, and maintain effective working relationships to enable contract to operate efficiently and effectively. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
