About the Position: This position is being announced as a TERM not to exceed 3 years. This position may be extended up to a maximum of eight years. It may become permanent without further competition. Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-11 grade level. At the full performance, GS-12, the incumbent will: Oversee on-going planning and coordination of integrated government procurement actions applicable to contracts administered for both the government and contractors. Review and check such aspects as drawings, specifications, quantities, cost, accuracy completeness, and conformity with requirements for each project or requirements contract. Read and interpret specifications, blueprints, and shop drawings. Assess, monitor, evaluate, and/or modify complex contracts. Establish professional working relationships in order to ensure monitoring and evaluation of contractor performance is adequate.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit Financial Disclosure Statement, OGE-450 (5 CFR Part 2634, subpart I USOGE, 6/08) Executive Branch Personnel Confidential Disclosure Report upon entering the position and annually thereafter.
  • Incumbent must possess and/or be able to obtain and maintain an Alaska Driver's License, required to operate vehicle while commuting across the installation and to contractors facilities and/or work sites.
  • Duties involve frequent and recurring inspections at contractor facilities and work sites; therefore, protective clothing and safety equipment and compliance with established safety precautions are mandatory.

This definition of specialized experience is typical of work performed at the second lower grade position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management, Contract Law, Economics, Financial Management, Industrial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes evaluating contractor performance to ensure compliance with contractual and technical requirements related to one (or more) of the following trades and labor functions: plumbing; carpentry; electrical installation, repair, and/or modification; and working with blueprints or shop drawings. This definition of specialized experience is typical of work performed at the next lower grade position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
