You will serve as a Project & System Engineering Lead in the THEATER USW C5I SYSTEMS DIVISION under the UNMANNED & THEATER USW SYSTEMS DEPT of NAVUNSEAWARCENDIV KEYPORT WA. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to the GS-12 and GS-13.

Duties

You will serve as a Project and System Engineering Lead responsible for project management and system engineering functions for complex systems under the Theater Undersea Warfare (TUSW) portfolio and associated integration efforts. You will be responsible for systems under the TUSW portfolio which may include the UUV Operations Center, the Undersea Warfare Decision Support System, and/ or other various projects and integration efforts. You will be responsible for leading teams, mentoring team members and managing, planning, implementing and executing tasking under the TUSW portfolio of projects and Department Project Management Office directives and guidelines. You will manage and oversee the system product life-cycle technical areas to include requirements, design, implementation, sustainment, and integration. You will be an expert on your system/product. You will exercise independent judgement to assess and assign tasking that is not routine in nature, setting new priorities and reassigning tasking as driven by programmatic and technical risks as well as Customer demands. You will collaborate with stakeholders on system functional and non-functional requirements and articulate perspectives and concerns during system engineering collaborative events. You will apply Project Management principals including estimation, scheduling and tasking/coordination of resources to manage a cross-functional product team. You will lead System Engineering Technical Reviews (SETRs) such as Preliminary Design Reviews, Critical Design Reviews (CDRs), Test Readiness Reviews (TRRs), ect. You will continuously socialize capacity and capability concerns with Line Management for awareness and action. You will draft, analyze, and decompose system capability into software, hardware, and process requirements. You will champion configuration management and engineering change requests processes.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band ND-03 (GS-9/11 equivalent) in the Federal service, or in the public or private sector as a professional engineer or scientist participating in the evaluation of hardware and software integration for undersea systems to ensure products meet or exceed requirements for a warfare program. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Professional Engineering Series, 0801:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Professional Computer Science Series, 1550:
Successful completion of a bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
