This position is located in the Office of the Chief Administrative Services Officer (OCASO), where the incumbent primarily serves as Logistics Program Management Specialist in the Logistics Branch. The incumbent will manage the Supply Program and Vehicle Fleet Management, while coordinating and integrating numerous OCASO customer logistics support, and property management programs.

Duties

The incumbent is the principal logistician with responsibility of accomplishing all actions required in the areas of fleet management, supply services, materiel management and other logistics operations. The incumbent is also critical in supporting safety management, vehicle maintenance management reporting, the procurement of consumable property, inventory control and internal logistics, and financial management. Contributes to staff development and mission operations of supply support, data analysis, supply procedures and maintenance support systems. Determines supply, equipment and materials needed, maintaining a continual relationship with organizational elements to identify and resolve logistics operations issues impeding mission execution. Oversees contractors engaged in supply, services, materiel management and other logistics operations to include vehicle management. Plans and assigns work, sets priorities, advises staff on program goals and objectives, and makes decisions on work problems presented by FTC Staff and Leadership. Sets performance standards. Adheres to policies and precedents as applicable but may require policy and procedure development; while guidelines for performing the work are scarce. The employee possesses expert knowledge on contracts; and skill in applying this knowledge to the developing of new methods and procedures. Work typically includes varied duties that require many different and unrelated processes and methods. Work accomplishment contributes to the success of varied FTC missions. Coordinates operations with Commission staff, support, and service organizations. Works with staff advisors and supervisory personnel in analyzing assigned missions, functions and developing broad plans for their accomplishment. Establishes and maintains liaison between the logistics director, Facilities directorates and other agencies, and industries on matters pertaining to assigned programs, especially with regard to improving the efficiency and effectiveness of production techniques, methods, operations, and processes. Provides technical advice, guidance, identifies and resolves all supply program and fleet management of problematic complications encountered. Inspects completed work for accuracy and compliance. Assures operations are performed as efficiently as possible, and that savings realized are used in accomplishing necessary work in other functional areas. Monitors the mission performance by such measures as direct cost and budget compliance; evaluates all available information and makes program adjustment recommendation on expenditure of funds pertaining to all mission areas. Reviews and analyzes mission and plans support operations in relation to supply and the fleet feasibility, adequacy, uniformity and conformance to regulatory requirements. Provides regulatory expertise, interpretation, application and implementation of new changes in policies, regulations and procedures pertaining to operations. Remains abreast of current and evolving supply, maintenance and procedures at the retail and wholesale supply level. Develops action plans, sets priorities for accomplishment, and prepares impact assessments for the Logistics Branch Chief. Collaborates with other officials to negotiate and coordinate work related logistics activities (vehicle fleet and supply management) changes affecting the Agency. Develops, prepares, briefs, implements and monitors execution of logistics support plans, and related data to employ supply, service and vehicle maintenance strategies for the FTC. Prepares and presents operating instructions, reports, information briefings, logistics updates and related technical materials. Coordinate as liaison between staff and organizational elements to improve effectiveness of logistics support activities. Directs/performs Agency level logistics operations (i.e., transportation fleet management and maintenance as well as, supply related support functions in stock control and accounting, procurement, inventory control and item financial documentation management. Direct/performs duties involving the request, receipt, segregation, transportation, storage, distribution, accountability, maintenance and preservation of individual, organizational, facility and expendable supplies and property. Designs, implements and monitors Agency supply accountability strategy, and maintenance strategy. Recommends and/or writes changes to policy to achieve improved supply readiness. Performs other duties as assigned. Directs oversight and prepares all logistics documents in accordance with the applicable regulation and/or command policy. Performs problem identification, analysis of systemic causes, and develops corrective action alternatives for command approval/implementation. Incumbent resolves immediate issues and processes that prevent recurrence with subordinate elements and higher level headquarters elements. Contracting Officer duties as required for program areas.

Qualifications

Applicants applying to the GS-13 level must possess at least 52 weeks of specialized experience equivalent to the GS-12 in the Federal service that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position.Specialized experience is described as: Experience maintaining inventory control records in an automated system for supply and maintenance programs. Coordinating with other organizations on complex and controversial supply issues. Providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Analyzing, developing and evaluating an organization's supply program to improve policies, procedures and techniques, etc. Evaluating the supply and property management program requirements. Managing a federal agency Fleet Management Program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
