We are looking for somebody to spearhead the Department of Labor's efforts to promote employee ownership and engagement. The Division of Employee Ownership (DEO) is in the Employee Benefits Security Administration (EBSA). Duties

Major duties for this position include but are not limited to, the following: Provide expert advice about employee ownership to Agency and Departmental leadership. Establish and maintain relationships between federal agencies, Congressional officials, state officials, and other stakeholders on issues relating to employee ownership and worker voice. Develop strategic and immediate outreach plans which identify the targets and focus of educational efforts and ensure the dissemination of accurate, timely information about employee ownership and worker voice. Lead initiatives designed to measure the effectiveness of DEO's outreach and education efforts. Oversee the development of outreach and website materials such as displays, exhibits, speeches, talking points, fact sheets, videos, and advertising. Determine how DOL can promote and increase the numbers of employee-owned businesses. Represent the Agency externally (i.e., briefings, conferences, and other venues). Manage a staff of Outreach Specialists who develop and deliver outreach materials to constituents.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a Supervisory probationary period if the requirement has not been met.
  • Subject to financial disclosure requirements.
  • Valid Driver's license preferred but not required.
  • Fluency in a language other than English preferred, but not required.

Qualifications

You must meet the Specialized Experience to qualify for the Division of Employee Ownership - Division Chief position, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized Experienceis the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized Experience for this position includes: ­ Extensive experience working on employee ownership issues. ­ Supervising staff and/or leading teams toward accomplishing goals. ­ Working with stakeholders to accomplish tasks. ­ Creating strategic plans and evaluating the effectiveness of them. ­ Briefing senior leadership on the activities of a department or unit. ­ And representing your organization at external employee ownership events, such as conferences or other meetings.

Education

There is no substitution of education for experience at the GS-15 level for this position.
