The Program Analyst position is located in the Office of the Deputy Director, Office of the General Counsel (OGC), Ethics Staff. The OGC provides legal counsel and services to the Director and AO staff, the Judicial Conference of the United States and its committees, judges, and other court officials. The Office is responsible for rendering legal opinions and advice on a wide range of issues in the field of Federal judicial administration.

Duties

This position will report to the Chief of the Financial Disclosure Staff in the Office of the General Counsel (OGC). The OGC is seeking a self-motivated, professional Program Analyst to assist the staff and counsel in achieving the mission of the Judicial Conference of the United States and the Committee on Financial Disclosure to administer the provisions of the Ethics in Government Act of 1978, as amended, 5 U.S.C. § 13101-13111. This incumbent should have good computer skills and intermediate knowledge of the financial markets and common investments. The duties of this position include, but are not limited to: Providing high-quality professional staff support, guidance, and assistance to the Judicial Conference Committee on Financial Disclosure responsible for implementing the financial disclosure provisions of the Ethics in Government Act of 1978, including excellent customer service to customers within and outside the judiciary. Using financial disclosure filing instructions, Committee guidance, and regulations necessary to assist with the filing, reviewing, processing, and maintenance of financial disclosure reports; and ensuring the timely administrative processing of public requests for copies of financial disclosure. Developing a thorough understanding of the Financial Disclosure online Electronic Filing System (FiDO) and the Judiciary Electronic Filing System (JEFS); using FiDO, JEFS, and other electronic systems to facilitate the review of reports; and assisting in the development of system requirements, documentation, reports, and software testing, as needed. Directing visitors and telephonic inquiries from judges and judiciary employees to the member of the staff responsible for addressing their concerns and meeting their needs; and tracking inquiries. Using proper correspondence and office procedures to draft, review, and transmit notifications and correspondence, including letters, memoranda, e-mails, and electronic notifications. Using human resources information to identify filing requirements, while maintaining the confidentiality of judicial officers and employees. Using office electronic tracking systems to process, maintain, and monitor public requests for release and filer requests for redaction of financial disclosure reports filed with the Committee, including all correspondence associated with such requests; and processing, maintaining, and monitoring financial disclosure reports filed with the Committee.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing a broad range of administrative staff support; drafting, reviewing, and transmitting notifications and correspondence; and using automated systems and functions, including web-based applications, spreadsheets, and database management software.
