The Solution Expert Nurse is an applied nursing informaticist with the Electronic Health Integration Office (EHRM-IO). The Solution Expert is a critical member of the Electronics Health Record Modernization (EHRM) program, Chief Nursing Informatics Office (CNIO) team, and is responsible for effective configuration, integration and workflow management of the assigned Solution Applications working to implement VA's new electronic health record system. The position is a remote position.

Duties

***This announcement will remain open until November 8, 2022, or the point at which the first 150 applicants are received, whichever comes first. ***This is a non-bargaining unit position. ***This position may be filled at the facility where the position is located (VA Central Office, Washington, DC) or virtual (i.e., the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee) and is authorized for telework up to 80%. VA supports the use of telework and filling virtually to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Telework eligibility and potential duty location may be discussed during the interview process. The incumbent is responsible for providing national level leadership in the support and use of nursing informatics tools for promotion of safe, effective, and timely Veteran-centric care. This role uses informatics principles, theories and practices to achieve the vision of transparent technology adaptation into clinical care and business processes and crosses service lines to integrate nursing care with other clinical/medical disciplines while working to implement VA's new electronic health record system. This position provides leadership in designated projects and cross-coverage with other Informatics area in the VA. The volume and complexity of responsibilities are substantial and continuous. Duties include, but are not limited to the following: Responsible for administrative functions of assigned solution area(s). Fully understand and anticipate the technological, clinical, and procedural needs of the organization to deliver high quality clinical care. Responsible for in depth knowledge of assigned solution(s), including all functionality, interfaces, configuration, and technical specifications of each solution. Responsible for in depth knowledge of VA and VHA clinical and business workflows and the ability to expertly apply knowledge of solutions to those workflows. Responsible for coordinating efforts between the National EHRM Councils and assigned Solution areas. Responsible for understanding, evaluating, and prioritizing needs of the VHA functional committees and communicating these needs effectively to Solution architects. Provides leadership to national councils by identifying workflow discrepancies and recommending policy and/or workflow changes. Responsible for coordinating with facilities during implementation of Solutions. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Minimum of 5 years in nursing informatics. Knowledge and application of database management systems, software, storage, retrieval, security, and integrity of data. Proficient background in understanding and facilitating discussions on standardized documentation and processes using analysis within end-to-end workflows, across systems and healthcare practice areas. Experience in identifying, analyzing and prioritizing key business and clinical change management strategies and the risks associated with healthcare technology within just culture principles. Ability to communicate effectively across service lines on changing informatics demands in healthcare. Expert knowledge of functionality and technical expertise within Vista, CPRS, BCMA and associated technologies which support either behavioral health or sterile processing/peri-operative practice areas. Experience with leading projects, organizing, and preserving knowledge management to facilitates communication by a variety of methods. Master's or Doctorate degree in nursing informatics or related discipline; certification in informatics from nationally recognized program (e.g. ANCC, HIMSS, etc.). Experience developing, optimizing, and/or implementing national-level programs supporting Behavioral Health Nursing or Sterile Processing Services and/or Peri-operative Nursing. This posting is for two (2) positions. Applicants with VA experience in Behavioral Health (In-patient and/or Out-patient) Nursing or Sterile Processing Services and/or Peri-operative services (inpatient and outpatient) ) are required. Experience working with the new electronic health record or with the national EHRM-IO program is highly desired. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.
