About the Position: This position is located in Fort Sam Houston, Texas with the Army Contracting Command Mission & Installation Contracting Command (MICC).
Mission: Deliver ready, decisive, and synchronized business solutions and contracting support to the Army enterprise.
Vision: Operationalized support focused to enable and sustain the Globally Dominant Land Force.
Duties
Conducts entire negotiations.
Apply proper regulation and techniques of source selection sufficient to conduct a selection.
Enforce contract provisions and/or negotiates contract modifications.
Utilize contract termination techniques to amend, negotiate and administer any changes needed for final close out of contracts.
Present Request for Proposals (RFP) or Requests for Quotations (RFQ) to Solicitation Review Board for review, discussion, and recommendations.
You may be required to obtain and maintain a contracting warrant.
Serves as a Contracting Officer with unlimited signature authority.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional within 36 months of entrance on duty in accordance with the DoDI 5000.66, change 3.
- This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of Occasional Travel, 10% or less of the time.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic Education Requirement for Contract Specialist: Bachelor's degree (or higher degree) from an accredited educational institution. (Transcripts must be submitted)

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1.) Utilizing economic forecasting techniques to identify cost items; 2.) Conducting negotiation conferences; 3.) Approving progress payments such as, final payment, contract closeout; AND 4.) Enforcing contract provisions such as negotiating contract modifications and/or terminations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).
