Duties

Manages the workload and provides administrative and policy guidance to professional staff in their areas of responsibility. Responsible for the continual and equitable development of subordinate staff through training and employee enrichment programs; developing position descriptions; establishing performance standards; hiring new employees; and evaluating performance of each subordinate. Provides general oversight, and technical and policy guidance on NEPA, ESA and other environmental compliance projects and coordinates with the Program Manager to ensure staff are following applicable policy and associated legal guidelines. Working with the Program Manager, the incumbent identifies, recommends, and coordinates long and short-range plans and objectives to assure the timely, efficient, and effective completion of environmental functions. Prepares and/or oversees the preparation of categorical exclusion checklists, environmental assessments, Findings of No Significant Impact, environmental impact statements, records of decision, notices of intent, and biological assessments. Monitors the preparation and completion of NEPA from analyses and associated documentation throughout the Region. Provides guidance to team leaders and others to assure that such analyses and documentation are prepared in accordance with applicable requirements and are completed in a timely manner.

Qualifications

Basic Education Requirement: 1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR 2. Combination of education and experience: Courses equivalent to a major, as shown in (1) above, plus appropriate experience or additional education. Course Equivalency: The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. Specialized Experience: In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement. To qualify at the GS-13 level, you must possess one year of specialized experience equivalent to at least the GS-12 level in Federal service. Specialized experience at this level is defined as: 1) drafting environmental compliance documents such as environmental assessments, environmental impact statements, biological opinions, and/or biological assessments particularly related to water management or river-reservoir systems OR serving on interdisciplinary teams preparing such documents; 2) developing and using water-related data and information to evaluate and/or demonstrate compliance with federal and/or state legal and regulatory requirements; 3) collaborating with stakeholders (e.g., non-governmental entities, industry and private sector interests, academia, other federal agencies, and state/local/tribal officials) to identify and fulfill scientific needs and/or implement measures to protect water and related resources; and 4) supervising and planning the work of subordinates OR leading teams and developing work plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 11/14/2023.

Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
