The primary purpose of this position is to serve as the primary point of contact for all administrative support programs to include but not limited to task management, cybersecurity liaison (CL), and various programs. Also, serves as liaison with personnel on personnel issues and assists in oversight of organization manpower resource requirements.
Duties
Directly assists the director in the management of all administrative support program functions.
Serve as the resident subject matter expert for all mandated administrative support programs. Ensure program compliance with regulations, laws, policies, and directives.
Determine the necessary steps to perform the full range of administrative functions associated with personnel assignments, promotions, and performance evaluations. Generate and process required personnel transactions.
Plan, administer, and monitor manpower resource requirements. Serve as the point of contact for position utilization and maintain manpower manning documents.
Perform other clerical and administrative work in support of the office/organization.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM), Group Standard for Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-06 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting with administrative support programs to include, but not limited to task management, cybersecurity, travel card program, travel system, drug demand reduction program, health care and fitness programs, government purchase card, safety program, automated data processing equipment accounts, security, supply, civilian timecard, and unit recognition programs.

EDUCATION: One full year of graduate level education in a field related to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of the organizational and functional responsibilities and operations of an organization and Knowledge of structure, programs, and work methods of organization for personnel/manning issues.
2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
3. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems.
4. Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines.
5. Ability to plan and organize management programs and functions of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
