The primary purpose of this position is to review and process a variety of Military Duty Orders for over 7,000 Air Force Reserve Individual Reservists (IRs) assigned world-wide utilizing the Air Reserve Orders Writing System - Reserve (AROWS-R) and multiple other systems.
Duties
Completes a variety of complex military duty orders for IR members supporting AF missions world-wide by utilizing multiple systems databases to ensure adherence to personnel, travel, and finance regulations.
Acts as orders writing subject matter expert (SME) and help desk for over 7,000 IR members, HQ RIO and detachment staff.
Uses automated management systems to process orders requests and related reports.
Actively supports unit required programs to ensure a safe, secure, efficient, and compliant work environment.

- Position is subject to last minute deadlines, peak periods of work and tight deadlines. Service coverage required from 0600-1800.
- May be required to travel by military or commercial transportation to accomplish normal as well as temporary duty assignments
- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Shall comply with the requirements of this certification program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes funding and travel policies, guidelines, and regulations to review orders for proper entitlements, training rules and the use of federal funds; processing orders transactions; knowledge of the steps, databases, and procedures required to perform duties related to processing recurring orders transactions; knowledge how to review a variety of source documents, ensure accuracy and completeness, and determine appropriate allowances and remarks that must be included in the orders and review a variety of source documents, ensure accuracy and completeness, and determine appropriate allowances and remarks that must be included in the orders.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide variety of personnel, finance and travel policies, practices and procedures found in AFI36-2254, Vol(s) 1 & 3; AFI65-109, DOD Financial Management Regulations (FMR) Volume 7A, the JTR regulations and precedents; and the systems and related documents used to gather and analyze outstanding orders.
2. Knowledge of AROWS-R and the ability to process all types of orders, AFRC programs and policies.
3. Ability to access supporting documentation from all applicable personnel, finance, and travel databases. Ability to communicate effectively and professionally orally and in writing, to include ability to conduct briefings or training classes for small groups. Ability to learn or acquire knowledge from a variety of detailed instructions and procedures.
4. Knowledge of personal computer hardware and software used for processing orders, providing customer service, preparing metrics and/or reports and accomplishing training. General knowledge of AFRC programs and policies.
5. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents such as form letters, memos and reports. Working knowledge of MPA and RPA programs and other general Reserve programs.
6. Skill in dealing with difficult customers and high stress conversations with tact and diplomacy. Customers will be from outside the immediate organization and will include General officers. Working knowledge of MPA and RPA programs and other general Reserve programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
