The primary purpose of this position is: To serve as the International Affairs Career Field Team Chief, develops, plans, implements, and administers staffing, executive development/training, and oversees daily program management and DAF customer care in support of the International Affairs Career Field.

Duties

DUTY 1: Plans, organizes, and directs the activities of the International Affairs CFT program, ensuring compliance with legal and regulatory requirements and meets customer needs. DUTY 2: Analyzes and evaluates the force structure to identify training and/or recruitment deficiencies and categories of positions/employees to be included in the assigned Career Field Management Program. DUTY 3: Analyzes and evaluates a wide range of complex AF-wide functional requirements, objectives, operating methods, and new and proposed regulatory guidelines. DUTY 4: Analyzes, develops, prepares and presents promotional material, markets and advocates civilian career management.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the laws, regulations, principles, and practices of civilian career management; knowledge of analytical and evaluative methods to accurately assess information and make sound problem solving decisions; knowledge of safety, security, and EEO regulations, practices, and procedures; Skill in preparing special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work; Ability to plan, organize, and direct the functions and staff of an organization and the ability to provide guidance and counseling to career field employees and managers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing the administration a Department of the Air Force-wide Human Resources/Civilian Career Development program. 2. Knowledge and understanding of international affairs programs and current operations, policies, and activities. 3. Knowledge of the mission and organizational structure of the functional community represented in order to effectively carry out career management responsibilities. 4. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. 5. Skill and ability in analyzing issues and formulating solutions to problems. 6. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality of quantity of work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
