About the Position: This position works under the general supervision of the Chief, Design Branch, Engineering and Construction Division, with employee responsible for accomplishment of Branch program management, personnel supervisory and fully assisting in non-supervisory work of a technical and administrative nature, under general supervision provided. As Assistant Chief, you will work with Section Chiefs to ensure proper execution of a wide variety and complexity of project oriented workload.

Duties

Ensure proper execution of wide variety and complexity of project oriented workload pertinent to design efforts. Assist the Chief in respect to all phases of the Branch administrative and supervisory workload. Serve as the Lead for quality management efforts within the Branch. Serve as the primary technical specialist Branch, for a wide variety and complexity of project oriented workload pertinent to design efforts of various engineers and other involved parties. Participate in the direction of the Branch program. Formulate program plans, policies, and procedures for Branch function. Make decisions and recommendations in consideration of such factors as public relations, public policy stances, economic impact, effect on other organizations, etc. Determine allocation of resources and accounting for their effective use. Provide first-line supervision over Branch level clerical/administrative positions Serve as the primary technical specialist involved in the accomplishment of the extensive project oriented technical design efforts of the Branch on behalf of District major design functions/mission. Serve as Contracting Officer’s Representative (COR) for major AE design services and supply contracts administered by Design Branch.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires a registered professional engineer in accordance with DA Pamphlet 690-950 or a registered architect. Please attach in documents.
• Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
• You may be required to travel for business (TDY) up to 25% of the time.
• Position may require a one year probationary period for new supervisors.

The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience - 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. Degree: Bachelor's degree (or higher degree) in engineering. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2.
