About the Position: This announcement is for a Supervisory Interdisciplinary, GS-14, Assistant Chief position within the Engineering and Construction Division located in Rock Island, Illinois and may be filled under any of the following occupational series, depending on the qualifications of the applicant and needs of the agency:
Architect, 0808
Civil Engineer, 0810
Mechanical Engineer, 0830
Electrical Engineer, 0850
Duties
Serves as the Assistant Chief of the Engineering and Construction Division and is responsible for program management, personnel supervision, contract oversight, and operational execution and administration of Division functions.
Analyze and interpret policies, directives, and regulations governing conduct of work and determines the extent of responsibility delegated to the district level.
Recommend and/or make, as assigned, adjustments to fund allocation during the budget year to insure efficient and cost-effective use of funds in accordance with general budget guidance.
Provide oversight of the quality assurance and contract management processes for all District construction projects.
Make budget presentations to higher Headquarters including Division, USACE, ASA (CW); and, on occasion, the Office of Management and Budget.
Maintain contact with senior management of industries, businesses or governmental units with which Engineering and Construction Division activities are involved to maintain coordinated public service support and to resolve or avoid problems.
Coordinate, review, and approve funding and scheduling proposals for Engineering and Construction Division in support of the Programs and Project Management Division.
Coordinate Quality Management Plan for technical products for the District.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- The position requires the incumbent to possess and maintain a valid state issued motor vehicle driver's license.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: extensive coordination and integration of a diverse and complex engineering program involving efforts directed by subordinate engineer; identifies and integrates significant internal and external program and policy issues and resolve conflicts and maintain compatibility of interpretation, judgment, logic and policy application throughout the diverse programmatic area. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
