Duties

This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Assistant Administrator- Management CFO/Human Resources Division. The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Determine the need for and takes the lead in preparing TTB policy and appropriate issuances, operating guidance, training materials, marketing strategy, etc. in connection with assigned program areas and/or projects. Coordinates implementation activities with TTB's human resources servicing agent. Provide expert advice and consultation to TTB senior management staff and other Human Resources staff on policy and project issues. Interprets policies and as necessary, revises and clarifies issuances. Prepares briefing materials and participates in conducting briefings for senior staff on various human resources initiatives. Develop evaluation and monitoring strategies for oversight of program effectiveness in assigned areas. Systematically gathers and analyzes valid information in order to recommend program policy and operational changes and improvements. Prepares reports documenting findings and recommendations and develops briefing materials, as necessary. Serve as the TTB liaison with representatives of other Federal agencies and private sector organizations regarding his/her assigned program areas. Keeps fully abreast of new and revised program initiatives throughout the Federal and private sector and makes authoritative recommendations for program improvements. Utilize your expert knowledge of the concepts, principles, practices and theories of human resources specialties such as position management, staffing and recruitment, hiring, compensation, classification, human resources policy and procedures, pay and leave, reasonable accommodation (RA), work-life, HR Systems and reorganizations, in order to serve as a prime resource for planning, developing and evaluating initiatives in assigned areas of human resources management in TTB.

You must meet the following specialized experience requirements by the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Researching and suggesting strategies for targeted hiring needs; AND Interpreting of workforce or human resource requirements for a division or workgroup; AND Researching HR related issues pertaining to legal and regulatory requirements. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Developing strategies to meet targeted hiring needs; AND Advising on workforce or human resource requirements for an organization; AND Researching HR related issues pertaining to legal and regulatory requirements. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks. For the GS-14, you must have been at the GS-13level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
