Position serves as Inventory Management Officer overseeing inventory management, logistics, contracting, and purchasing for the organization. Develops standardized policies and procedures and adapts the inventory management program to meet the needs of the organization. Monitors warehouse functions, provides training on the various programs/program segments overseen, and reports on, recommends, and effects.

Duties

Major Duties: Provides administrative oversight of all types of supply, service, and equipment purchases in conjunction with established federal/agency contracts or through small purchase procedures. Obligates the government in procurement actions within the delegation of authority assigned, utilizing contract authority. Gathers data and prepares various periodic (e.g., daily, weekly monthly) reports within the context of the small purchase program. Provides advice and assistance to employees on procurement methods and procedures, and provides on-the-job training for new employees regarding procurement policies, procedures, regulations, and directives. Assigns and explains work requirements to subordinates, establishes goals, objectives, and operating guidelines. Evaluates staffing requirements and submits justification and recommendations for changes; Establishes standards of performance. Develops training plans in coordination with subordinates and ensures employees receive required training as available. Reviews employee complaints and serious disciplinary charges, and recommends appropriate courses of action. Coordinates the various technical elements of the property management program to obtain all property required for the operation and support of the organization. Directs property functions (e.g., identification, cataloging, issue, control, utilization, and inventory) to carry out the facility mission in conjunction with the national program mission. Develops, formulates, and recommends policies relative to personal property management pertaining to equipment retirement or replacement. Develops/implements/administers program control of controlled substance, hazard alerts, and product recalls affecting patients and personnel, leased equipment, ADP materials, etc. Responsible for the control of all facility equipment and supplies. Establishes/maintains/administers procedures for and analyzes results of physical inventories and inventory reconciliations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing advice and assistance to employees on procurement methods and procedures. Experience purchasing/procuring medication Experience purchasing/procuring durable medical supplies/equipment Establishes/utilizes reporting techniques to identify problems in inventory control and takes necessary corrective actions to Resolving problem areas using data and interprets factors such as value of items, volume purchase advantages, market conditions/fluctuations, storage facilities, holding characteristics, administrative costs, seasonal variations, transportation costs, susceptibility to change, and supply sources. ensure inventories are effectively managed Serves as advisor and consultant to facility personnel in the exercise of sound material management concepts, practices, and control of all personal property Assigns and explains work requirements to subordinates for new/changed programs or functions Establishes goals, objectives, and operating guidelines for operations overseen Preferred Experience: Supervisory experience You will be rated on the following Competencies for this position: Contracting/ProcurementLeadershipManages ResourcesProduction and Processing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits at a desk or table with some walking and standing. Items carried are typically light objects and lifting of moderately heavy objects is not normally required.
